About this file

This is a pricing considerations attachment supporting a Request for Proposal issued by the County of Sacramento for the collection, recycling, and reporting of covered electronic waste (CEW), uncovered waste electronic devices (UWED), recyclable electric equipment materials (REEM), and universal waste (UWASTE). The County will collect and store materials in vendor-provided half-ton electronics cages or forty-yard roll-off containers at four primary locations: Kiefer Landfill (KLF), North Area Recovery Station (NARS), Sacramento Airports, and Department of General Services (DGS) Surplus. The vendor must pick up materials from these locations and maintain a minimum of two forty-yard drop boxes at both KLF and NARS, delivering replacement boxes within 48 hours of notification. The RFP was released on March 2, 2026, with a proposal response deadline of April 2, 2026. The selected contractor will execute an initial five-year contract with three optional one-year renewals for a potential eight-year total engagement. Proposals are evaluated on quality of services (40 points), experience and qualifications (30 points), proposal compliance (20 points), and cost (10 points), with cost representing the lowest weighted evaluation criterion.

Pricing is structured on a net payment model where the proposer submits pricing for each material category on the Cost Proposal Pricing Sheet (Attachment C), with amounts determined by commodity index values from sources including the American Metals Market and Scrap Monster. The proposer pays the County for materials representing revenue and receives payment from the County for materials representing costs. Monthly invoices to the County are due within 120 days with a 10 percent late payment penalty plus 1.5 percent monthly compounded interest. Contractors must demonstrate adequate equipment and site capacity to accommodate pickup fluctuations, permitted capacity to accept and process listed materials, willingness to accept "as-is" transfers without County preparation, and ability to divert all material from landfills through safe and legal recycling. Required compliance reporting includes monthly CalRecycle Form 197 Transfer Receipts, annual DTSC Form 1471 due February 1st, annual CalRecycle Form 220 due March 1st, and annual Sacramento County Site Location reports due January 15th. No specific set-aside designations or restrictions limiting proposals to particular types of organizations are indicated in the solicitation.
