About this file
This is a pricing considerations document for the County of Sacramento's Request for Proposal regarding collection, recycling, and reporting of covered electronic waste (CEW), uncovered waste electronic devices (UWED), recyclable electric equipment materials (REEM), and universal waste (UWASTE). The County will collect and store materials in vendor-provided half-ton electronics cages or forty-yard roll-off boxes at four primary locations: Kiefer Landfill (KLF), North Area Recovery Station (NARS), Sacramento Airports, and Department of General Services Surplus. The successful contractor must pick up materials from these four county locations, deliver replacement forty-yard drop boxes within 48 hours of notification, and maintain a minimum of two forty-yard drop boxes at both KLF and NARS at all times. The contractor must accept materials "as-is" without county preparation, divert all transferred materials from landfill disposal, and recycle materials safely and legally in compliance with all applicable permits. The proposal response deadline was April 2, 2026, at 4:00 PM, with an initial five-year contract term and three optional one-year renewals for a potential total of eight years.
The pricing structure operates on a net payment model where the contractor pays the County for materials representing revenue and receives payment from the County for materials representing costs, with commodity prices determined by market indexes including the American Metals Market and Scrap Monster. All pricing must be submitted in U.S. dollars on the Cost Proposal Pricing Sheet. The contractor must comply with monthly CalRecycle Form 197 submissions, annual DTSC Form 1471 filings by February 1st, annual Cal Recycle Form 220 submissions by March 1st, and Sacramento County annual site location reports by January 15th, with the contractor bearing responsibility for any noncompliance fines. Required qualifications include adequate equipment and site capacity to accommodate fluctuation in average pickups, permitted capacity to accept and process listed material quantities, and the ability to collect materials as needed from each location. Evaluation criteria emphasize quality of proposed services (40 points), experience and qualifications (30 points), quality of proposal compliance (20 points), and cost (10 points).
