About this file
This is an Acceptable Materials Listing attachment for a Sacramento County Request for Proposal concerning the collection, recycling, and reporting of electronic waste and related materials. The listing establishes six primary waste categories that the selected proposer must process: Covered Electronic Waste (CEW) including CRT televisions and monitors; Non-CRT CEW including flat panel displays, laptops, tablets, and devices with digital screens 4 inches or larger; Uncovered Waste Electronic Devices (UWED) Premium comprising complete and intact computers and servers; UWED General including printers, fax machines, copiers, routers, modems, and gaming consoles; Recyclable Electric Equipment Materials (REEM) encompassing small appliances and personal electronics such as microwaves, hair dryers, keyboards, cell phones, and power tools; and Universal Waste (UWASTE) comprising batteries, solar panels, and electrical capacitors. The RFP targets approximately 2.2 million pounds of annual material collection across four primary County facilities: Kiefer Landfill, North Area Recovery Station, Sacramento Airports, and Department of General Services Surplus. The proposal response deadline is April 2, 2026, at 4:00 PM, with submission required electronically via OpenGov Procurement. The selected contractor will execute an initial five-year contract with three optional one-year renewals for a potential eight-year term.
The compensation structure operates on a net payment model where the proposer pays the County for materials representing revenue and receives payment for materials representing costs, with pricing determined by commodity index values and proposer-submitted rates on the Cost Proposal Pricing Sheet. The RFP does not designate any set-aside restrictions for disadvantaged enterprises, small businesses, or minority-owned firms. No incumbent vendor is identified in the solicitation. Proposals are evaluated on four criteria: quality of proposed services (40 points), experience and qualifications (30 points), quality of proposal compliance (20 points), and cost (10 points). A performance bond equal to one hundred percent of the agreement value plus early termination fees is required, and comprehensive insurance coverage must include $2,000,000 commercial general liability, $1,000,000 automobile liability, statutory workers' compensation, $2,000,000 professional liability, and $2,000,000 cyber liability. Proposals must not exceed ten pages and must disclose any contract defaults, early terminations, claims, enforcement violations, and regulatory compliance history for the prior three years.
