About this opportunity

The County of Orange, through OC Waste & Recycling, is soliciting proposals for a comprehensive Multi-Family Education, Compliance, and Enforcement plan to implement California Senate Bill 1383 requirements at multi-family residential properties, with questions due November 24, 2026 at 2:00 p.m. and proposals due December 1, 2026. The posted jurisdictions are Orange County and San Francisco City. The model contract references optional County of Orange Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preference requirements "if applicable," with a minimum of 20% of the contract amount allocated to such subcontractors where specified. The RFP file identifies no set-asides.

The vendor develops the plan and then implements it. Required activities include field-based outreach, education, compliance assistance, monitoring, and enforcement. Scope elements named in the model contract include direct engagement with homeowners associations, property managers, and residents; multilingual educational materials; on-site and virtual workshops; visual inspections and contamination assessments; data collection and reporting; and coordination with OC Waste & Recycling, franchise haulers, and partner agencies. The contract may also require promotion of the Free Mulch and Compost Program and support for AB 341, AB 1826, and AB 827. Respondents must meet minimum qualifications set out in the RFP.

The contract is a firm fixed-fee agreement, with pricing to be determined through RFP pricing proposals and negotiations. The initial term is one calendar year, with up to two additional one-year renewals by mutual written agreement, subject to Board of Supervisors approval. Board approval is required for annual values exceeding $200,000 or multi-year values exceeding $1,000,000. No price increases are permitted in the first term. Later adjustments require documented proof of cost increases and 30 days' advance written notice, and any price decreases automatically extend to the County. Invoicing is in arrears on net 30 terms. Required insurance includes Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, Employers Liability of $1,000,000 per accident, and Professional Liability of $1,000,000, plus statutory Workers' Compensation. The contractor bears photocopying, telephone, fax, and parking costs at County sites.

Proposals are accepted only electronically through the County's eProcurement Portal, with facsimile and email excluded. Respondents may not contact other County personnel about the solicitation, and verbal responses are not binding. Schedule changes will be issued as addenda on the portal.
