About this file
Attachment E is an acceptable materials listing for the County of Sacramento's electronic waste collection, recycling, and reporting RFP. The document categorizes recyclable materials across six primary waste streams: Covered Electronic Waste (CEW) including CRT TVs and monitors; Non-CRT CEW including flat panel displays and laptops with digital screens 4 inches or larger; Uncovered Waste Electronic Devices (UWED) Premium consisting of complete and intact computers and servers; UWED General including printers, fax machines, copiers, routers, modems, and gaming consoles; Recyclable Electric Equipment Materials (REEM) encompassing small kitchen appliances, personal appliances, power tools, and electronics such as microwaves, keyboards, mice, cell phones, and DVD players; and Universal Waste (UWASTE) including various battery types (alkaline, NICD/NIMh, lithium, and 12-volt car batteries), solar panels larger than 1 foot by 1 foot, small solar landscape lights, and small electrical capacitors. The RFP, issued March 2, 2026, with proposals due April 2, 2026, involves collection from four County facilities: Kiefer Landfill, North Area Recovery Station, Sacramento Airports, and Department of General Services Surplus, with an anticipated annual volume of approximately 2.2 million pounds across the designated material categories.
The successful proposer will operate under a net payment model where compensation is determined by commodity index values published by sources including the American Metals Market and Scrap Monster, with pricing submitted on the Cost Proposal Pricing Sheet. The contract carries an initial five-year term with three optional one-year renewals for a potential eight-year total. Proposers must obtain all necessary Solid Waste Facility Permits and Local Enforcement Agency approvals, comply with prevailing wage requirements, implement Advanced Clean Fleets regulations, and maintain comprehensive insurance including $2,000,000 commercial general liability and $2,000,000 professional liability. A performance bond equal to one hundred percent of agreement value plus early termination fees is required. The RFP specifies no set-aside restrictions and identifies no incumbent vendor. Evaluation criteria allocate 40 points for quality of services, 30 points for experience and qualifications, 20 points for proposal compliance, and 10 points for cost.
