About this file
This is a pricing considerations attachment for a Request for Proposal issued by the County of Sacramento, California, for the collection, recycling, and reporting of covered electronic waste (CEW), uncovered waste electronic devices (UWED), recyclable electric equipment materials (REEM), and universal waste (UWASTE). The County will collect and store materials in vendor-provided half-ton electronics cages or forty-yard roll-off containers at four primary locations: Kiefer Landfill (KLF), North Area Recovery Station (NARS), Sacramento Airports, and Department of General Services Surplus. The vendor is responsible for picking up materials from these four County locations, with the County reserving the right to provide in-County transportation. The vendor must deliver replacement forty-yard drop boxes within 48 hours of notification and maintain a minimum of two forty-yard drop boxes at both KLF and NARS at all times. The RFP was released on March 2, 2026, with a proposal response deadline of April 2, 2026, at 4:00 PM. The selected contractor will execute a contract with an initial five-year term with three optional one-year renewals for a potential total of eight years.
Pricing for this contract operates on a net payment model where the proposer pays the County for materials representing revenue and receives payment from the County for materials representing costs, with commodity prices determined by published index values. The document requires contractor certification of adequate equipment capacity, permitted processing capacity, willingness to accept materials as-is without County preparation, and ability to divert materials from landfills through safe and legal recycling practices. Contractors must submit monthly CalRecycle Form 197 transfer receipts, annual DTSC Form 1471 by February 1st, annual CalRecycle Form 220 by March 1st, and annual Sacramento County site location reports by January 15th, with contractors assuming responsibility for any noncompliance fines. All pricing must be submitted in U.S. dollars, and contractors must collect materials and deliver drop boxes within 48 hours as requested by the County.
