About this opportunity
Volusia County's Office of Recovery and Resiliency is seeking a single contractor to execute the New Smyrna Beach Corbin Park Stormwater Improvements Construction project, a comprehensive infrastructure rehabilitation initiative funded through a U.S. Department of Housing and Urban Development Community Development Block Grant for Disaster Recovery (CDBG-DR). The project encompasses extensive stormwater management improvements along Corbin Park Road and interconnected local roadways, including installation of storm drainage pipes ranging from 12 to 48 inches in diameter, storm structures, inlets, manholes, utility relocations, and pavement restoration across approximately 8,600 linear feet. Key deliverables include comprehensive drainage system upgrades, roadway reconstruction, and site restoration to mitigate hurricane damage sustained during Hurricane Ian in September 2022. The non-mandatory pre-bid meeting is scheduled for December 1, 2025, at 3:00 pm, with a virtual attendance option via Microsoft Teams. Potential bidders must submit questions electronically through the County's eProcurement Portal by December 9, 2025, at 11:59 pm, with bid submissions due by December 23, 2025, at 3:01 pm. The project has a substantial completion period of 600 days, with final completion required 30 days thereafter, and contractors must demonstrate compliance with comprehensive federal labor standards.
The procurement includes specific set-aside and compliance requirements, particularly emphasizing Section 3 and Minority/Women-Owned Business Enterprise (M/WBE) participation. Contractors must meet mandatory labor hour thresholds, with 25 percent of total labor hours to be performed by Section 3 workers and 5 percent by Targeted Section 3 workers, who include low-income individuals, employees of Section 3 Business Concerns, or YouthBuild participants. The estimated total construction cost is $8,451,220, with the contract to be awarded to the lowest responsive and responsible bidder. Federal labor standards are stringently enforced, including Davis-Bacon Act prevailing wage requirements and Copeland Act anti-kickback provisions, mandating weekly certified payroll reporting and compliance documentation. Bidders must provide a 5 percent bid bond and are required to obtain Payment and Performance Bonds equal to 100 percent of the contract price. Additional requirements include E-Verify registration, comprehensive insurance coverage, and adherence to federal bonding requirements under 24 CFR 85.36. Liquidated damages are established at $3,813 per day for delays beyond the substantial completion date.
