Corbin Park Stormwater Improvements Construction - Bid Set Specifications
This is a bid set specifications document prepared by Volusia County's Office of Recovery and Resiliency for the City of New Smyrna Beach Corbin Park Stormwater Improvements Construction project. The project involves comprehensive stormwater infrastructure rehabilitation funded through a U.S. Department of Housing and Urban Development Community Development Block Grant for Disaster Recovery (CDBG-DR), addressing damage sustained during Hurricane Ian in September 2022. The construction scope encompasses approximately 8,600 linear feet of stormwater management improvements along Corbin Park Road and interconnected local roadways, including installation of storm drainage pipes ranging from 12 to 48 inches in diameter, storm structures, inlets, manholes, utility relocations, and pavement restoration. A non-mandatory pre-bid meeting is scheduled for December 1, 2025, at 3:00 pm with a virtual Microsoft Teams attendance option available. Bidders must submit written questions electronically through the County's eProcurement Portal by December 9, 2025, at 11:59 pm, with sealed bid submissions due by December 23, 2025, at 3:01 pm. The selected contractor must achieve substantial completion within 600 days with final completion required 30 days thereafter. The contract will be awarded to the lowest responsive and responsible bidder.
The estimated total construction cost is $8,451,220, with the contract award subject to federal labor standards compliance including Davis-Bacon Act prevailing wage requirements and Copeland Act anti-kickback provisions. Bidders must provide a 5 percent bid bond and obtain Payment and Performance Bonds equal to 100 percent of the contract price. The project includes mandatory Section 3 and Minority/Women-Owned Business Enterprise (M/WBE) participation requirements, with 25 percent of total labor hours to be performed by Section 3 workers and 5 percent by Targeted Section 3 workers. Additional requirements include E-Verify registration, comprehensive insurance coverage, weekly certified payroll reporting, and federal bonding requirements under 24 CFR 85.36. Liquidated damages are assessed at $3,813 per day for delays beyond the substantial completion date. The prime contractor is responsible for wage compliance enforcement and supporting documentation throughout the project duration and may be held liable for wage restitution.
