Bid Price Sheet Summary

This is a bid price sheet for the CDBG-DR New Smyrna Beach Corbin Park Stormwater Improvements Construction project, a federally-funded infrastructure initiative managed by Volusia County's Office of Recovery and Resiliency and the City of New Smyrna Beach. The project encompasses comprehensive stormwater system improvements including installation of storm drainage pipes (12 to 48 inches in diameter), storm structures, inlets, and manholes; utility relocations and transitions for water mains and force mains; and pavement restoration across approximately 8,600 linear feet of Corbin Park Road and interconnected local roadways. The scope of work is divided into four primary parts: General Requirements (including mobilization, bonds, permits, and traffic maintenance), Paving and Driveway Restoration (covering 2,200 square yards of concrete driveway removal and replacement, 8,120 linear feet of curb work, and 8,040 square yards of asphalt pavement work), Stormwater System installation (featuring extensive pipe work ranging from 12 to 48 inches in diameter totaling over 15,000 linear feet, inlet and manhole installation, and three flap gate valves), and Utility Improvements (including water main transitions, insertion valves, and water service installations). The non-mandatory pre-bid meeting was scheduled for December 1, 2025, at 3:00 pm with virtual options available. Bid submissions were due December 23, 2025, at 3:01 pm, with a substantial completion period of 600 days plus 30 days for final completion.

The bid price sheet establishes a total contract price of $130,000.00, comprised of $50,000.00 for General Requirements, $30,000.00 for Paving and Driveway Restoration, $0 for Stormwater System items (bidders must provide unit pricing), and $50,000.00 for Utility Improvements, with all amounts inclusive of Payment and Performance Bonds. The estimated total construction cost for the project is $8,451,220. All bidders must comply with Davis-Bacon Act prevailing wage requirements and federal labor standards, including Section 3 compliance requiring 25 percent of total labor hours performed by Section 3 workers and 5 percent by Targeted Section 3 workers. Contractors are required to provide a 5 percent bid bond and obtain Payment and Performance Bonds equal to 100 percent of the contract price. The project is funded through a U.S. Department of Housing and Urban Development Community Development Block Grant for Disaster Recovery (CDBG-DR) to support recovery from Hurricane Ian damage sustained in September 2022. Bid alternates are included for Excavatable Flowable Fill, and various Linestop sizes (6, 8, 12, and 20 inches). Liquidated damages are assessed at $3,813 per day for delays beyond the substantial completion date, and the contract will be awarded to the lowest responsive and responsible bidder.
