About this opportunity
The Florida Department of Management Services is issuing Invitation to Bid (ITB) No. 26-81141805-ITB to establish a statewide State Term Contract for Building Code Inspection Services with multiple anticipated awards across eleven geographic regions. The solicitation seeks qualified vendors to provide three primary service categories: Inspector (Building, Mechanical, Electrical, Plumbing, and Roofing Inspectors), Plans Examiner (Building, Mechanical, Electrical, Plumbing, and Residential Plans Examiners), and Building Code Administrator. Vendors must hold current valid certificates from the Florida Department of Business and Professional Regulation and comply with Florida Statutes sections 468.603, Chapter 468 Part XII, Chapter 471, and Chapter 481. Services include review of building, site engineering, and site plans to determine code compliance, as well as in-person or virtual inspections of construction phases requiring local permitting. Contractors must submit Maximum Hourly Rates for each region, service category, and job position across three time categories (Normal Business Hours, After Business Hours, and Emergency Hours) for both initial and renewal terms, with rates calculated using a weighted formula that allocates 30 percent to initial normal hours, 24 percent to initial after-hours, 6 percent to initial emergency hours, 20 percent to renewal normal hours, 16 percent to renewal after-hours, and 4 percent to renewal emergency hours. Key deadlines include a non-mandatory pre-bid conference on May 5, 2026; question submission deadline of May 12, 2026 with anticipated Q&A posting on May 19, 2026; bid submission deadline of 2:00 PM Eastern Time on May 26, 2026 with public bid opening at 2:30 PM; Notice of Intent to Award on June 9, 2026; and an anticipated contract start date of July 1, 2026. All submissions must be made electronically through MyFloridaMarketPlace via the SAP Business Network, and vendors must monitor the Vendor Information Portal throughout the procurement for all updates and addenda.
There are no identified set-asides or disadvantaged enterprise restrictions specified in this solicitation; however, vendors must certify compliance with multiple mandatory requirements including verification of non-inclusion on various prohibited vendor lists (Suspended Vendor List, Convicted Vendor List, Discriminatory Vendor List, Antitrust Violator List, and Forced Vendor List) and compliance with scrutiny requirements related to Sudan, Iran, Israel, Cuba, and Syria operations. For contracts valued at $1 million or more, bidders must verify non-inclusion on the State Board of Administration's Scrutinized List of Prohibited Companies. Vendors must also certify absence of disciplinary action against professional licenses within the past three years, compliance with E-Verify requirements, drug-free workplace program implementation (which provides preference consideration in case of equal bids), and non-use of coercion for labor or services. No incumbent contractor currently holds a contract for these services. Historical annual spending for Building Code Inspection Services averages approximately $6.7 million, provided for informational purposes only and not representing a guaranteed minimum expenditure. The Department reserves the right to award to one or multiple bidders on a statewide or regional basis, or to make no award as determined in the State's best interest, with up to five awards possible per service category per region. All bids remain firm for 60 days following opening or until contract execution, and the initial contract term is three years with renewal options available upon mutual written agreement.
