About this file
Attachment F is a regional map document for the Florida Department of Management Services' Building Code Inspection Services ITB No. 26-81141805-ITB. The solicitation seeks to establish a statewide State Term Contract for building code inspection services across eleven geographic regions spanning all of Florida's counties. The contract encompasses three primary service categories: Inspector positions (Building, Mechanical, Electrical, Plumbing, and Roofing Inspectors), Plans Examiner positions (Building, Mechanical, Electrical, Plumbing, and Residential Plans Examiners), and Building Code Administrator roles. A non-mandatory pre-bid conference is scheduled for May 5, 2026, with questions due by May 12, 2026 and anticipated responses posted May 19, 2026. Bids are due at 2:00 PM Eastern Time on May 26, 2026, with public bid opening at 2:30 PM. The Notice of Intent to Award is anticipated for June 9, 2026, with a contract start date of July 1, 2026. The initial contract term is three years with renewal options available upon mutual written agreement. Up to five awards are possible per service category per region across the eleven designated regions.
Vendors must submit maximum hourly rates for each region, service category, and job position across three time categories (Normal Business Hours, After Business Hours, and Emergency Hours) for both initial and renewal terms, with rates weighted at 30 percent initial normal hours, 24 percent initial after-hours, 6 percent initial emergency hours, 20 percent renewal normal hours, 16 percent renewal after-hours, and 4 percent renewal emergency hours. No set-asides or disadvantaged enterprise restrictions are specified. No incumbent contractor currently holds a contract for these services. Historical annual spending averages approximately $6.7 million for informational purposes only and does not represent a guaranteed minimum expenditure. Vendors must hold current valid certificates from the Florida Department of Business and Professional Regulation and comply with Florida Statutes sections 468.603, Chapter 468 Part XII, Chapter 471, and Chapter 481. All submissions must be made electronically through MyFloridaMarketPlace via the SAP Business Network, and vendors must certify compliance with mandatory requirements including verification of non-inclusion on various prohibited vendor lists and scrutiny requirements related to specific foreign operations.
