About this file
This document is a Questions and Answers and Addendum No. 2 issued by the Florida Department of Management Services for Invitation to Bid No. 26-81141805-ITB, which establishes a statewide State Term Contract for Building Code Inspection Services. The solicitation seeks qualified vendors to provide three service categories: Inspector (Building, Mechanical, Electrical, Plumbing, and Roofing), Plans Examiner (Building, Mechanical, Electrical, Plumbing, and Residential), and Building Code Administrator across eleven geographic regions. The non-mandatory pre-bid conference was held on May 5, 2026, with questions due by May 12, 2026 and answers posted on May 19, 2026. Bids are due on May 26, 2026 at 2:00 PM Eastern Time with public opening at 2:30 PM, with a Notice of Intent to Award anticipated on June 9, 2026 and contract commencement on July 1, 2026. The initial contract term is three years with renewal options available upon mutual written agreement. Addendum No. 2 revises the Scope of Work to clarify that Customers shall develop Customer-Specific Scopes of Work through Requests for Quotes, establishing tasks, deliverables, specific requirements, timelines, performance guarantees, preferred qualifications for personnel including subcontractors, and supplemental terms and conditions that do not conflict with the primary contract terms.
Key clarifications provided through this addendum include that the Department does not have anticipated hourly requirements by service category or region for bidding purposes, and no minimum hours are required per service call. Contractors may utilize subcontractors or independent inspectors provided all personnel meet applicable licensing and qualification requirements, and may perform inspections and plan review services remotely or virtually when permitted by the applicable Local Enforcement Agency and Florida law. The Department requires contractors to maintain professional liability insurance with a minimum policy limit of $1 million, with additional insurance coverage potentially required in Customer-Specific Scopes of Work. Contractors must have at least one authorized representative available during business hours and another during after-business hours and emergency hours, with all customer inquiries responded to within twenty-four hours. No minimum staffing availability levels are mandated throughout awarded regions, and customers will establish project-specific requirements through individual Requests for Quotes and purchase orders rather than statewide standards.
