About this file

This is an Attachment B form for mandatory responsive requirements from the Florida Department of Management Services related to ITB No. 26-81141805-ITB for Building Code Inspection Services. The solicitation seeks to establish a statewide State Term Contract for Building Code Inspection Services across eleven geographic regions, with multiple anticipated awards. The department intends to award contracts for three primary service categories: Inspector positions (Building, Mechanical, Electrical, Plumbing, and Roofing), Plans Examiner positions (Building, Mechanical, Electrical, Plumbing, and Residential), and Building Code Administrator positions. Bidders must submit responses through MyFloridaMarketPlace via SAP Business Network, with a bid submission deadline of 2:00 PM Eastern Time on May 26, 2026, and public bid opening at 2:30 PM the same day. A non-mandatory pre-bid conference is scheduled for May 5, 2026, and questions must be submitted by May 12, 2026. The Notice of Intent to Award is anticipated for June 9, 2026, with a contract start date of July 1, 2026. The initial contract term is three years with renewal options available upon mutual written agreement.

The mandatory responsive requirements document certifies that bidders must comply with numerous statutory and regulatory requirements, including verification of non-inclusion on prohibited vendor lists (Suspended Vendor List, Convicted Vendor List, Discriminatory Vendor List, Antitrust Violator List, and Forced Vendor List), compliance with scrutiny requirements related to Sudan, Iran, Israel, Cuba, and Syria operations, and absence of disciplinary action against professional licenses within the past three years. Bidders must hold current valid licenses pursuant to Chapter 471 (Engineering), Chapter 481 Part I (Architecture and Interior Design), or Chapter 468 Part XII (Building Code Administrators and Inspectors), Florida Statutes, verifiable through the Department of Business and Professional Regulation website. Bidders must also comply with E-Verify requirements, certify compliance with drug-free workplace program implementation, and provide pricing on the applicable Attachment C Price Sheet. Prior to contract execution, awarded bidders must submit current Florida Department of State Division of Corporations registration, or for out-of-state corporations, a Florida Certificate of Authority, along with completed Attachment G (PUR 7801 Vendor Certification Form) and Attachment I (PUR 2024 Use of Coercion for Labor and Services).
