About this file
Attachment F is a regional map document associated with the Florida Department of Management Services' Building Code Inspection Services Invitation to Bid (ITB No. 26-81141805-ITB). The solicitation seeks qualified vendors to provide building code inspection services across eleven geographic regions throughout Florida, including Inspector positions (Building, Mechanical, Electrical, Plumbing, and Roofing), Plans Examiner positions (Building, Mechanical, Electrical, Plumbing, and Residential), and Building Code Administrator roles. Services encompass review of building, site engineering, and site plans for code compliance, as well as in-person and virtual inspections of construction phases requiring local permitting. Key deadlines include a non-mandatory pre-bid conference on May 5, 2026; a question submission deadline of May 12, 2026 with answers posted May 19, 2026; bid submission on May 26, 2026 at 2:00 PM Eastern Time with public opening at 2:30 PM; Notice of Intent to Award on June 9, 2026; and an anticipated contract start date of July 1, 2026. The initial contract term spans three years with renewal options available upon mutual written agreement. Up to five awards per service category per region are possible.
The region map identifies eleven distinct geographic service areas encompassing all 67 Florida counties, enabling vendors to submit maximum hourly rates specific to each region and service category across Normal Business Hours, After Business Hours, and Emergency Hours for both initial and renewal terms. Pricing is evaluated using a weighted formula allocating 30 percent to initial normal hours, 24 percent to initial after-hours, 6 percent to initial emergency hours, 20 percent to renewal normal hours, 16 percent to renewal after-hours, and 4 percent to renewal emergency hours. Historical annual spending averages approximately $6.7 million for informational purposes only and does not represent a guaranteed minimum expenditure. No incumbent contractor currently holds a contract for these services. All submissions must be made electronically through MyFloridaMarketPlace via the SAP Business Network, and vendors must certify compliance with multiple mandatory requirements including verification of non-inclusion on prohibited vendor lists and absence of disciplinary action against professional licenses within the past three years.
