About this file
Attachment F - Region Map is a geographic reference document for the Florida Department of Management Services' Building Code Inspection Services Invitation to Bid (ITB) No. 26-81141805-ITB. The document delineates eleven service regions across the state of Florida, with Region 1 covering the Panhandle (Escambia, Santa Rosa, Okaloosa, and adjacent counties), Region 2 encompassing the Big Bend area (Gadsden, Leon, Jefferson), Region 3 covering North Central Florida (Alachua, Marion, Sumter), and continuing through Region 11 in the Florida Keys and southernmost areas (Monroe). The solicitation seeks qualified vendors to provide building code inspection services including Inspector positions (Building, Mechanical, Electrical, Plumbing, and Roofing), Plans Examiner positions (Building, Mechanical, Electrical, Plumbing, and Residential), and Building Code Administrator roles across these eleven regions. The non-mandatory pre-bid conference is scheduled for May 5, 2026, with questions due by May 12, 2026 and answers posted by May 19, 2026. Bid submission closes at 2:00 PM Eastern Time on May 26, 2026, with public opening at 2:30 PM that same day. The Notice of Intent to Award is anticipated for June 9, 2026, with a contract start date of July 1, 2026. The initial contract term is three years with renewal options available upon mutual written agreement.
Vendors must submit maximum hourly rates for each region, service category, and job position across three time categories (Normal Business Hours, After Business Hours, and Emergency Hours) for both initial and renewal terms, weighted at 30 percent, 24 percent, 6 percent, 20 percent, 16 percent, and 4 percent respectively. No incumbent contractor currently holds this contract, and historical annual spending for Building Code Inspection Services averages approximately $6.7 million for informational purposes only and does not represent a guaranteed minimum expenditure. The Department reserves the right to award to one or multiple bidders on a statewide or regional basis, with up to five awards possible per service category per region. All vendors must hold current valid certificates from the Florida Department of Business and Professional Regulation and comply with multiple Florida Statutes. Bidders must certify compliance with prohibited vendor lists (Suspended Vendor List, Convicted Vendor List, Discriminatory Vendor List, Antitrust Violator List, and Forced Vendor List), E-Verify requirements, drug-free workplace programs, and scrutiny requirements for specified foreign operations. For contracts valued at $1 million or more, bidders must verify non-inclusion on the State Board of Administration's Scrutinized List of Prohibited Companies. Submissions must be made electronically through MyFloridaMarketPlace via the SAP Business Network, and all bids remain firm for 60 days following opening or until contract execution.
