About this file

This is an Attachment B Mandatory Responsive Requirements document for the Florida Department of Management Services' Building Code Inspection Services Invitation to Bid (ITB) No. 26-81141805-ITB. The document establishes the mandatory certifications and compliance requirements that bidders must acknowledge and sign to be considered responsive to the solicitation. Bidders must certify authorization to respond on behalf of their organization, compliance with Florida disclosure requirements under section 286.101 F.S., and non-inclusion on various prohibited vendor lists including the Suspended Vendor List, Convicted Vendor List, Discriminatory Vendor List, Antitrust Violator Vendor List, and Forced Vendor List. The ITB anticipates multiple statewide awards across eleven geographic regions for three service categories: Inspector (Building, Mechanical, Electrical, Plumbing, and Roofing), Plans Examiner (Building, Mechanical, Electrical, Plumbing, and Residential), and Building Code Administrator. The bid submission deadline is May 26, 2026 at 2:00 PM Eastern Time with public bid opening at 2:30 PM, the Notice of Intent to Award is scheduled for June 9, 2026, and the anticipated contract start date is July 1, 2026. The initial contract term is three years with renewal options available upon mutual written agreement.

Bidders must provide maximum hourly rates for each region, service category, and job position across three time categories (Normal Business Hours, After Business Hours, and Emergency Hours) on Attachment C, Price Sheet. Vendors must certify compliance with professional licensing requirements under Florida Statutes Chapters 471, 481 Part I, and 468 Part XII, with current active licenses verifiable through the Department of Business and Professional Regulation website, and must confirm no disciplinary action against such licenses within the past three years. Additional mandatory certifications include non-operation in Cuba or Syria, non-inclusion on scrutinized lists related to Sudan and Iran terrorism activities, compliance with section 448.095(5)(a) F.S. regarding contract terminations by public employers, non-engagement in Israeli boycotts, E-Verify compliance, drug-free workplace program implementation, and non-use of coercion for labor or services. Prior to contract execution, awarded bidders must submit current Florida Department of State Division of Corporations registration documentation, Florida Certificate of Authority for out-of-state corporations, completed Attachment G (PUR 7801 Vendor Certification Form), and completed Attachment I (PUR 2024 Use of Coercion for Labor and Services form). No incumbent contractor currently holds a contract for these services, and historical annual spending for Building Code Inspection Services averages approximately $6.7 million for informational purposes only and does not represent a guaranteed minimum expenditure.
