Draft Term Contract for Building Code Inspection Services

This is a Draft Term Contract between the Florida Department of Management Services and an awarded contractor for Building Code Inspection Services under State Term Contract No. 81141805-26-STC. The contract establishes a statewide State Term Contract for building code inspection services across eleven geographic regions, with the Florida Department of Management Services seeking to award multiple contracts for three primary service categories: Inspectors (Building, Mechanical, Electrical, Plumbing, and Roofing), Plans Examiners (Building, Mechanical, Electrical, Plumbing, and Residential), and Building Code Administrators. The initial contract term is three years, with renewal options available upon mutual written agreement. The contract will become effective on a date to be determined and will expire three years from the effective date unless terminated earlier or renewed in accordance with the Enterprise Standard Terms and Conditions. The bid submission deadline was May 26, 2026, at 2:00 PM Eastern Time with public bid opening at 2:30 PM, with a Notice of Intent to Award anticipated on June 9, 2026, and an anticipated contract start date of July 1, 2026.

Contractors must submit maximum hourly rates for each region, service category, and job position across three time categories: Normal Business Hours, After Business Hours, and Emergency Hours for both initial and renewal terms, calculated using a weighted formula allocating 30 percent to initial normal hours, 24 percent to initial after-hours, 6 percent to initial emergency hours, 20 percent to renewal normal hours, 16 percent to renewal after-hours, and 4 percent to renewal emergency hours. Historical annual spending for Building Code Inspection Services averages approximately $6.7 million. No incumbent contractor currently holds a contract for these services. All vendors must hold current valid certificates from the Florida Department of Business and Professional Regulation and certify compliance with multiple mandatory requirements including non-inclusion on various prohibited vendor lists and absence of disciplinary action against professional licenses within the past three years. There are no identified set-asides or disadvantaged enterprise restrictions specified in this solicitation.
