About this opportunity

Henry County, Georgia is seeking competitive sealed bids for Bid #25-60, a comprehensive road resurfacing project involving six county roads spanning approximately 21 miles. The procurement solicits qualified vendors for a complex infrastructure improvement initiative that includes cement stabilized reclaimed base, asphalt milling, hot-mix asphalt placement, traffic control, temporary striping, asphalt patching, base reclamation, shoulder building, grassing, and striping. Only vendors pre-qualified with the Georgia Department of Transportation are eligible to bid, with sealed proposals due by 3:00 PM on April 16, 2025, which can be submitted via mail, common carrier, in-person delivery, or through the county's eProcurement Portal. The project requires detailed documentation including bid bonds, affidavits, non-conflict of interest forms, and comprehensive references. Key deliverables include 241,000 square yards of cement treated base course, 48,000 tons of recycled asphalt concrete, and 280,000 square yards of milling, with a contract duration of 180 calendar days from the Notice to Proceed.

The procurement includes a Disadvantaged Business Enterprise (DBE) participation goal of 11%, encouraging engagement with small, local, veteran-owned, and minority-owned businesses. Liquidated damages are set at $5,311 per calendar day for project delays, and the county reserves the right to award the contract to the lowest responsive, responsible bidder. While no specific incumbent vendors are mentioned, the bid emphasizes integration with existing county infrastructure and transportation systems. Pricing is expected to remain fixed throughout the contract duration, and bidders must submit a detailed bid price sheet covering multiple line items including traffic control, materials, milling, pavement markings, and various construction-related services. Though a specific total project budget is not explicitly stated, the extensive scope and detailed material quantities suggest a significant municipal infrastructure investment for Henry County.
