About this opportunity

Clackamas County Department of Transportation and Development is requesting bids on the SW Pilkington Road at SW Dawn Street Enhanced Crossing project under BID 2026-62, with bids due September 16, 2026. The project is a pedestrian safety improvement at the intersection of SW Pilkington Road and SW Dawn Street in Oregon City, involving grading, drainage, asphalt pavement, curb ramps with ADA-compliant tactile surface indicators, a rectangular rapid flashing beacon (RRFB) system with pedestrian signals, pavement markings (staggered continental crosswalks), street lighting (including one new 25-foot aluminum pole with 88-watt LED fixture at 240 volts), utility relocations, erosion and sediment control, and temporary traffic control.

All materials and workmanship must conform to the 2024 Oregon Standard Specifications for Construction, National Electrical Code standards, NEMA requirements, and Underwriters Laboratories specifications. The contractor must field-verify ADA compliance for ramp construction, coordinate with Portland General Electric a minimum of four weeks before commencing infrastructure work, and schedule post-construction inspections with the county. Coordination with five identified utilities (Comcast, NW Natural, Portland General Electric, Rivergrove Water District, Ziply Fiber) requires written notification at least 14 calendar days before work begins and a utilities scheduling meeting before the preconstruction conference. Per Oregon law, the contractor must call the Oregon Utility Notification Center at 811 at least two business days prior to excavation.

Completion of all work except seeding establishment is due November 20, 2026. The contractor must submit a Type B project work schedule with weekly three-week look-ahead schedules and maintain current as-built records throughout construction. Concrete structures must remain free from traffic for at least seven calendar days following construction.

Oregon prevailing wage requirements apply. Commercial general liability insurance must carry a $1,000,000 combined single limit and $2,000,000 annual aggregate. A 5.0 percent retainage from progress payments applies unless the contractor submits a surety bond or other acceptable security. The contractor must develop and implement a workplace harassment prevention plan with in-person training. No federal highway funds are involved.
