About this file

This is a set of project plans and bid documents for the SW Pilkington Road at SW Dawn Street Enhanced Crossing project in Clackamas County, Oregon. The project is a roadway improvement initiative involving grading, drainage, roadside development, signing, pavement markings, signals, and illumination work at the intersection of SW Pilkington Road and SW Dawn Street in Oregon City. The scope includes construction of curb ramps with ADA-compliant features, installation of a rapid flashing beacon (RRFB) system with pedestrian signals, pavement markings including staggered continental crosswalks, new street lighting, utility relocations, erosion and sediment control measures, and associated infrastructure improvements. The plans encompass multiple sheets detailing curb ramp details, general construction specifications, RRFB and illumination plans, signing and striping layouts, and grading and erosion control measures. The project is designed by Kittelson & Associates, Inc. under the direction of registered professional engineer Sara Parks, with Clackamas County serving as the project owner and contact through Michael Oleson, P.E.

The plans are dated March 9, 2021, with final digital signatures dated June 24, 2026. Construction details reference the 2024 Oregon Standard Specifications for Construction and require coordination with multiple utility providers including Portland General Electric for power service (Work Orders M5952294 and M5952300), Clackamas River Water, Northwest Natural Gas, Ziply Communications, and Comcast. Contractor responsibilities include field verification of ADA compliance for ramp construction, coordination with Portland General Electric a minimum of four weeks before commencing infrastructure work, and scheduling post-construction inspections with Clackamas County. All materials and workmanship must conform to National Electrical Code standards, NEMA requirements, and Underwriters Laboratories specifications. The contractor must maintain concrete structures free from traffic for at least seven calendar days following construction and notify Clackamas County upon completion for final inspection.
