About this opportunity

Clackamas County Department of Transportation and Development is requesting sealed bids for the Bakers Ferry Road Paving Project, with bids due June 24, 2026 at 2:00 PM Pacific Time and public opening via Zoom at 2:05 PM. Bidders must be prequalified in Asphalt Concrete Paving (ACP), Temporary Traffic Control (TTC), Miscellaneous Highway Appurtenances (MHA), and Pavement Markings (PAVE) before bid submission and must submit prequalification applications at least two business days prior to bid closing. The County encourages participation from Minority, Women, and Emerging Small Businesses under Good Faith Effort requirements mandating contact with at least three historically underrepresented business subcontractors for each division of work to be subcontracted.

The scope covers resurfacing 2.70 miles of South Bakers Ferry Road between South Springwater Road and South Harding Road with a 4-inch asphalt concrete pavement overlay in two lifts using PG 64-22 asphalt, placing approximately 8,400 tons of asphalt, removing 5,400 square yards of cold plane pavement, completing spot grind and inlay operations, installing guardrails including Midwest Guardrail System components, placing delineators and pavement markings per Oregon Department of Transportation standards, and implementing temporary traffic control including portable changeable message signs and pilot car operations. Work must conform to the 2024 Oregon Standard Specifications for Construction and the Manual on Uniform Traffic Control Devices (MUTCD).

The Engineer's Estimate is $1.692 million. Work must not commence before June 15, 2026, with Substantial Completion by September 4, 2026 and Final Completion by December 31, 2026. Lane closures are limited to Monday–Friday, 7:00 a.m.–6:00 p.m., with no more than five consecutive days per stage. Liquidated damages apply at 15 percent of bid amount divided by total calendar days for general delays, $500 per 15 minutes per lane for unauthorized closures, and $500 per calendar day for driveway connections not completed within 30 days after mainline paving. Bid security of 10% of total bid and 100% Performance and Payment Bonds are required. State prevailing wage rates per Oregon Revised Statutes 279C.800–279C.870 and BOLI rates (effective January 5 and amended April 5, 2026) apply. First-tier subcontractor disclosure is required within two hours of bid closing for subcontracts of $15,000 minimum or 5% of total contract price, whichever is greater, or $350,000 regardless of percentage. Electronic submission through Bid Locker is required.
