About this file
This is a Bid Submittal Sheet for BID 2026-52, the Bakers Ferry Road Paving Project, managed by Clackamas County Department of Transportation and Development in Oregon. The project involves resurfacing 2.70 miles of South Bakers Ferry Road between South Springwater Road and South Harding Road with a 4-inch asphalt concrete pavement overlay in two lifts using PG 64-22 asphalt, placing approximately 8,400 tons of asphalt, removing 5,400 square yards of cold plane pavement, completing spot grind and inlay operations, installing guardrails with Midwest Guardrail System components, placing delineators and pavement markings, and implementing temporary traffic control measures. Sealed bids were due on June 24, 2026 at 2:00 PM Pacific Time, with public opening scheduled for 2:05 PM via Zoom. The project timeline requires work not to commence before June 15, 2026, with Substantial Completion by September 4, 2026 and Final Completion by December 31, 2026. Lane closures are limited to Monday-Friday, 7:00 a.m.-6:00 p.m., with no more than five consecutive days per stage. Bidders were required to be prequalified in Asphalt Concrete Paving, Temporary Traffic Control, Miscellaneous Highway Appurtenances, and Pavement Markings, with prequalification applications due at least two business days prior to bid closing.
Five bids were received on June 24, 2026, with Eagle-Elsner, Inc. identified as the apparent low bidder at $1,434,080.00, compared to the Engineer's Estimate of $1.692 million. Other bids ranged from Knife River Corp at $1,575,667.00 to KNL Industries at $1,881,500.00. Bid security of 10 percent of total bid amount and 100 percent Performance and Payment Bonds are required. First-tier subcontractor disclosure was mandated within two hours of bid closing for subcontracts of $15,000 minimum or 5 percent of total contract price, whichever is greater, or $350,000 regardless of percentage. The County encouraged participation from Minority, Women, and Emerging Small Businesses through Good Faith Effort requirements mandating contact with at least three historically underrepresented business subcontractors for each division of work to be subcontracted. Liquidated damages apply at 15 percent of bid amount divided by total calendar days for general delays, $500 per 15 minutes per lane for unauthorized closures, and $500 per calendar day for driveway connections not completed within 30 days after mainline paving. State prevailing wage rates per Oregon Revised Statutes and BOLI rates effective January 5 and amended April 5, 2026 apply to the project.
