About this opportunity

Trinity County, California is procuring fencing and gates installation services through a competitive sealed bid process as part of a multi-prime procurement structure for the Asset Protection Project. The Solano County General Services Department, Capital Projects Management Division is seeking qualified contractors to furnish and install approximately 381 linear feet of fencing, two flood gates (Gates 5 and 6), fence posts, gate hardware including motors and controllers, detector loops, electrical connections, concrete work, excavation, and off-haul services at properties located at 550/600 Union Avenue and other designated County locations to protect assets from seasonal stormwater flooding damage. The project deliverables include installation of all fencing designed per contract specifications, completion of concrete work and site preparation, and provision of touch-up finishes, with substantial completion required within 231 calendar days from Notice to Proceed and final completion within 30 additional calendar days. Bidders must possess a current California Contractor's License with appropriate classifications and must submit sealed bids by 2:00 p.m. local time on March 9, 2026, via the Solano County OpenGov E-Procurement Portal. A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m. at the County Administration Center, 675 Texas Street, Fairfield, California. Required submittals include a bid bond or certified check equal to 10 percent of the base bid, a completed Non-Collusion Affidavit, a Subcontractor List Form, and proof of current licensure. The successful contractor must post Performance and Payment Bonds equal to 100 percent of the contract price and a one-year Warranty Bond for 10 percent of the final contract amount within five calendar days of Notice of Award. Liquidated damages are assessed at $2,000 per calendar day for delays exceeding the 231-calendar-day completion period. Construction is scheduled to commence on March 2, 2026, with the project subject to FEMA funding through the California Governor's Office of Emergency Services, requiring compliance with federal procurement standards, prevailing wage requirements under California Labor Code, and registration with the California Department of Industrial Relations for all contractors and subcontractors.

The project is federally funded through FEMA Hazard Mitigation Assistance programs, requiring compliance with Title 2 Code of Federal Regulations Part 200 and FEMA's Procurement under Grants Field Manual Supplement, with affirmative steps required to solicit small businesses, minority-owned businesses, women-owned businesses, and labor surplus area firms. All contractors must comply with suspension and debarment verification through sam.gov and maintain compliance with applicable environmental and historic preservation laws. The contract documents establish access requirements for critical County justice and emergency services facilities, including the Hall of Justice, Solano Justice Center, and Emergency Services locations, with designated vehicle and pedestrian access constraints that contractors must coordinate during construction phasing to ensure continuity of County operations. No incumbent contractor information or specific budget range is disclosed in the bid documents; however, the comprehensive scope including fencing materials, flood gates, electrical systems, concrete work, and site preparation suggests a substantial contract value. Bidders are expected to utilize the approved Infrastructure and Financing Plan drawing sets (Volumes 1 and 2) and the geotechnical investigation findings from the September 2021 report, which documents soil conditions, groundwater elevations, bearing capacities, and seismic design parameters to ensure accurate cost estimation and construction methodology. The project represents a FEMA-eligible disaster recovery initiative addressing seasonal flooding resilience for multiple County-owned properties across the Fairfield area.
