About this file
This is a Sanitary Sewer Bypass Specification document for the Solano County Justice Campus Asset Protection project, prepared by project manager KSN, Inc. and project engineer Baumbach & Piazza, Inc., dated February 23, 2026. The specification establishes requirements for a temporary sewer bypass system that contractors must furnish, install, and maintain during construction activities affecting sanitary sewer infrastructure. The work includes all labor, materials, equipment, and incidentals necessary to place and operate bypass pumping systems and pipelines as shown on plan sheet SS-1, along with complete site restoration including backfilling, grassing, sodding, and routine site restoration upon completion. The contractor must perform all work in accordance with Fairfield-Suisun Sewer District Standards and Sanitary Sewer Bypass Provisions detailed on the referenced plan sheets, while maintaining compliance with applicable City, District, County, State, and Federal environmental regulations and codes.
Compensation for the sewer bypass work is established on a lump-sum basis that includes all costs associated with installing, operating, and maintaining the bypass system, as well as furnishing all labor, materials, tools, transportation, disposal, supplies, equipment, appurtenances, and incidentals. The specification directs contractors to refer to plan sheet SS-1 for detailed Sanitary Sewer Bypass Provisions that govern preparation, execution, and submittal requirements. Items not specifically covered in the bid schedule are to be included in the cost for other bid items, ensuring comprehensive cost responsibility for all work required to implement the temporary bypass system and restore the site to specification standards.
