About this file

This is an Infrastructure and Financing Plan drawing set for Parking and Security Improvements prepared for Solano County, California's Asset Protection Project, approved by the Building Division. The document set comprises Volume 2 of the IFC drawing revisions and provides detailed design specifications for fencing and gates installation at multiple County properties located at 550/600 Union Avenue and other designated sites in the Fairfield area. The project scope includes approximately 381 linear feet of fencing, two flood gates (Gates 5 and 6), fence posts, gate hardware with motors and controllers, detector loops, electrical connections, concrete work, excavation, and site preparation services. A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m. at the County Administration Center, 675 Texas Street, Fairfield, California. Sealed bids must be submitted by 2:00 p.m. local time on March 9, 2026, via the Solano County OpenGov E-Procurement Portal, with construction commencing on March 2, 2026. Substantial completion is required within 231 calendar days from Notice to Proceed, with final completion within 30 additional calendar days.

The project is federally funded through FEMA Hazard Mitigation Assistance programs and requires compliance with Title 2 Code of Federal Regulations Part 200 and FEMA's Procurement under Grants Field Manual Supplement. Bidders must possess a current California Contractor's License with appropriate classifications and submit a bid bond or certified check equal to 10 percent of the base bid, a Non-Collusion Affidavit, a Subcontractor List Form, and proof of current licensure. The successful contractor must post Performance and Payment Bonds equal to 100 percent of the contract price and a one-year Warranty Bond for 10 percent of the final contract amount within five calendar days of Notice of Award. Liquidated damages are assessed at $2,000 per calendar day for delays exceeding the 231-calendar-day completion period. All contractors and subcontractors must comply with prevailing wage requirements under California Labor Code, register with the California Department of Industrial Relations, and comply with suspension and debarment verification through sam.gov. The contract requires affirmative steps to solicit small businesses, minority-owned businesses, women-owned businesses, and labor surplus area firms. Construction must coordinate designated vehicle and pedestrian access constraints to ensure continuity of County operations at critical justice and emergency services facilities, including the Hall of Justice, Solano Justice Center, and Emergency Services locations.
