About this file
This document is an Infrastructure and Financing Plan drawing set for parking and security improvements prepared by the Solano County General Services Department, Capital Projects Management Division for the Asset Protection Project. The file comprises approved construction drawings (Volume 2) that detail fencing and gates installation specifications across multiple County-owned properties located at 550/600 Union Avenue and other designated sites in Fairfield, California. The project scope includes approximately 381 linear feet of fencing, two flood gates (Gates 5 and 6), fence posts, gate hardware with motors and controllers, detector loops, electrical connections, concrete work, excavation, and off-haul services. Substantial completion is required within 231 calendar days from Notice to Proceed, with final completion within an additional 30 calendar days. A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m., and sealed bids must be submitted by 2:00 p.m. on March 9, 2026, through the Solano County OpenGov E-Procurement Portal. Construction is scheduled to commence on March 2, 2026.
The successful contractor must provide a bid bond or certified check equal to 10 percent of the base bid and post Performance and Payment Bonds of 100 percent of the contract price plus a one-year Warranty Bond for 10 percent of the final amount within five calendar days of Notice of Award. Liquidated damages are assessed at $2,000 per calendar day for delays beyond the 231-day completion period. The project is federally funded through FEMA's Hazard Mitigation Assistance programs and requires compliance with Title 2 Code of Federal Regulations Part 200, prevailing wage requirements under California Labor Code, and registration with the California Department of Industrial Relations. Contractors must verify suspension and debarment status through sam.gov and comply with environmental and historic preservation laws. The contract documents require coordination of vehicle and pedestrian access to critical County facilities, including the Hall of Justice, Solano Justice Center, and Emergency Services locations. Bidders must possess a current California Contractor's License with appropriate classifications and utilize approved Infrastructure and Financing Plan drawing sets and geotechnical investigation findings from the September 2021 report for accurate cost estimation and construction methodology.
