About this file
This is an Infrastructure and Financing Plan drawing set for parking and security improvements prepared for Solano County, California's Capital Projects Management Division as part of the Asset Protection Project's multi-prime procurement structure. The drawing set (Volume 2) documents the design specifications for fencing and gates installation services required to protect County-owned properties at multiple Union Avenue, Clay Street, Delaware Street, and Texas Street locations from seasonal stormwater flooding. The project scope encompasses approximately 381 linear feet of fencing, two flood gates (Gates 5 and 6), fence posts, gate hardware including motors and controllers, detector loops, electrical connections, concrete work, excavation, and off-haul services. Substantial completion is required within 231 calendar days from Notice to Proceed, with final completion required within 30 additional calendar days. A mandatory pre-bid conference is scheduled for February 19, 2026, at 10:00 a.m. at the County Administration Center, 675 Texas Street, Fairfield, California. Sealed bids are due by 2:00 p.m. on March 9, 2026, via the Solano County OpenGov E-Procurement Portal, with construction commencing on March 2, 2026.
Bidders must possess a current California Contractor's License with appropriate classifications and submit a bid bond or certified check equal to 10 percent of the base bid, a completed Non-Collusion Affidavit, a Subcontractor List Form, and proof of current licensure. The successful contractor must post Performance and Payment Bonds equal to 100 percent of the contract price and a one-year Warranty Bond for 10 percent of the final contract amount within five calendar days of Notice of Award. Liquidated damages are assessed at $2,000 per calendar day for delays exceeding the 231-calendar-day completion period. The project is federally funded through FEMA Hazard Mitigation Assistance programs, requiring compliance with Title 2 Code of Federal Regulations Part 200, prevailing wage requirements under California Labor Code, and affirmative steps to solicit small businesses, minority-owned businesses, women-owned businesses, and labor surplus area firms. All contractors must comply with suspension and debarment verification through sam.gov, maintain environmental and historic preservation law compliance, and coordinate construction phasing to ensure continuity of access to County justice and emergency services facilities.
