About this file
This is a Sanitary Sewer Bypass Specification document prepared for the Solano County Justice Campus Asset Protection project, with project management by KSN, Inc. and engineering by Baumbach & Piazza, Inc. The specification outlines the contractor's responsibility to furnish all labor, materials, equipment, and incidentals necessary to place and maintain operation of a temporary sewer bypass system as detailed on plan sheet SS-1. The work includes installing and operating bypass pumping systems and pipelines, with complete restoration including backfilling, grassing, sodding, and routine site restoration upon completion. The contractor must perform all work in accordance with Fairfield-Suisun Sewer District Standards and applicable City, District, County, State, and Federal regulations and codes for environmental requirements. Payment for the sewer bypass work shall be rendered as a lump sum price that encompasses all labor, materials, tools, transportation, disposal, supplies, equipment, appurtenances, and incidentals associated with the temporary bypass system installation and operation.
This specification component is part of the broader Asset Protection Project, which is being procured by Solano County under a multi-prime procurement structure to protect multiple County-owned properties from seasonal stormwater flooding damage. The project is federally funded through FEMA Hazard Mitigation Assistance programs and requires compliance with Title 2 Code of Federal Regulations Part 200, prevailing wage requirements under California Labor Code, and registration with the California Department of Industrial Relations. Contractors and subcontractors must comply with suspension and debarment verification through sam.gov and maintain compliance with applicable environmental and historic preservation laws. The overall Asset Protection Project encompasses barrier walls, berms, landscaping, hardscape, flood gates, underground utility reconfiguration, pump systems, and fencing at multiple County locations, with substantial completion required within 231 calendar days from Notice to Proceed.
