About this file
This is a pre-bid conference presentation document for the Asset Protection Pumps & Vaults project, prepared by Solano County General Services Department, Capital Projects Management Division in California. The project seeks to protect multiple County-owned properties located at Union Avenue, Clay Street, Delaware Street, and Texas Street in Fairfield from seasonal stormwater flooding through installation of fencing, gates, berms, storm walls, and related infrastructure. The scope of work includes approximately 381 linear feet of fencing installation, two flood gates (Gates 5 and 6), fence posts, gate hardware including motors and controllers, detector loops, electrical connections, concrete work, excavation, and off-haul services. The mandatory pre-bid conference was held on February 19, 2026, at 10:00 a.m. at the County Administration Center, 675 Texas Street, Fairfield, California. Sealed bids are due by 2:00 p.m. on March 9, 2026, via the Solano County OpenGov E-Procurement Portal. Construction is scheduled to commence on March 2, 2026, with substantial completion required within 231 calendar days from Notice to Proceed and final completion within 30 additional calendar days. Liquidated damages are assessed at $2,000 per calendar day for delays exceeding the completion period.
The project is federally funded through FEMA Hazard Mitigation Assistance programs and requires compliance with Title 2 Code of Federal Regulations Part 200 and FEMA procurement standards. Bidders must possess a current California Contractor's License with appropriate classifications and submit a bid bond or certified check equal to 10 percent of the base bid, a Non-Collusion Affidavit, a Subcontractor List Form, and proof of current licensure. The successful contractor must post Performance and Payment Bonds equal to 100 percent of the contract price and a one-year Warranty Bond for 10 percent of the final contract amount within five calendar days of Notice of Award. The project is subject to California prevailing wage requirements, California Department of Industrial Relations registration for all contractors and subcontractors, and compliance with suspension and debarment verification through sam.gov. Affirmative steps are required to solicit small businesses, minority-owned businesses, women-owned businesses, and labor surplus area firms. Contractors must coordinate work with access requirements for critical County justice and emergency services facilities, including the Hall of Justice, Solano Justice Center, and Emergency Services locations, to ensure continuity of County operations during construction.
