About this opportunity

Marion County Board of County Commissioners is soliciting proposals for comprehensive Third-Party Administration services for its self-insured Workers' Compensation Program, with proposals due August 4, 2026. No set-asides or preference programs apply.

The scope encompasses claims administration for approximately 1,900 MCBOCC employees and 400 Constitutional Officers' employees, currently managing approximately 100 open claims with an average of 20 new work-related injuries monthly. Required services include 24-hour telephonic and internet-based claims intake and reporting, adjuster services, medical and indemnity benefit processing, litigation support, regulatory compliance, and Risk Management Information System (RMIS) access with secure internet capabilities for County staff. The contractor must establish an office in Florida, preferably North Central Florida, dedicate an experienced lost-time adjuster to work on-site Monday through Friday for eight hours daily, and provide a litigation adjuster with minimum five years' experience. Critical transition requirements mandate conversion of all existing claims data from the incumbent (Davies) to the contractor's system by October 1, 2026, with all new claims serviced beginning that date. The contractor must maintain a minimum 95% payment accuracy rate, meet all Florida Division of Workers' Compensation statutory timeframes, hold State of Florida certification as a qualified servicing entity for self-insureds, and maintain Workers' Compensation with Florida statutory limits, Commercial General Liability of $1,000,000 per occurrence, and Business Automobile Liability with $500,000 combined single limits.

The maximum annual flat fee for claims administration is $200,000, with additional cost-containment service fees to be negotiated. The contract term is three years. Evaluation assigns points across Firm Qualifications and Experience (125 points), Staffing and Account Management (100 points), Technical Approach and Claims Administration (125 points), Reporting, Technology, and Implementation (50 points), and Cost Proposal (100 points), for a total of 500 points. The County may conduct oral presentations with top-ranked proposers. All proposals must be submitted through the Marion County Bonfire portal at https://marionfl.bonfirehub.com. Proposers must submit a Conflict of Interest Statement and Vendor Information Form.
