About this opportunity
Pinellas County Human Services in Florida is soliciting proposals through Request for Proposal 26-0449-RFP to operate a Rapid Rehousing (RRH) Program serving households experiencing homelessness in Pinellas County. This competitive procurement seeks qualified organizations to fill two distinct but coordinated roles: a Rapid Rehousing Service Provider (RRSP) responsible for direct client engagement, housing navigation, case management, and service coordination, and a Rapid Rehousing Fiscal Administrator (RRFA) responsible for managing and dispersing financial assistance on behalf of the program. Contract awards may be made to one or multiple organizations, with each role evaluated independently. The RRH program targets a minimum of 60 households annually, with estimated service capacity of 85-100 homeless families and individuals, and must operate in accordance with Housing First principles, coordinate with the local Coordinated Entry system, and maintain alignment with Pinellas County Continuum of Care (CoC) system goals and performance benchmarks. Key deliverables include housing identification, rent and move-in assistance, rental stabilization services, ongoing case management for up to 24 months combined with optional Shallow Subsidy Services, monthly demographic and expenditure reporting, and adherence to current CoC RRH Performance Benchmarks requiring 90-day move-in timelines for individuals, 120-day move-in for families with minor children, 80 percent successful exits to permanent housing, and no more than 20 percent return rates to homelessness within two years. Evaluation will be based on qualifications (250 points), experience with target population (100 points), approach and statement of work (250 points), deliverables (200 points), compensation (150 points), and exceptions to the RFP (50 points). The proposal deadline is April 21, 2026, at 3:00 p.m. via the OpenGov procurement portal, with questions due by April 7, 2026, at 10:00 a.m., and no site visits or pre-bid conferences scheduled.
Pinellas County has allocated a total budget of $1,340,000 for the RRH Program, consisting of up to $600,000 for direct client financial assistance and approximately $740,000 for program operations, with approximately $588,600 designated for the RRSP and $155,250 for the RRFA, with the contract funded on a cost-reimbursement basis for actual, allowable, and allocable costs. The initial contract term will be thirty-six months from award with options for two additional twelve-month renewal periods if all parties agree and pricing remains unchanged. All responding organizations must comply with mandatory compliance requirements including notarized Common Carrier Attestations, Foreign Country of Concern Affidavits, and Human Trafficking Affidavits, register with the Florida Division of Corporations, maintain specified insurance coverage, comply with E-Verify requirements, and adhere to Pinellas County's Standard Terms and Conditions. Proposers must demonstrate the ability to process fiscal payments within three to five business days of receiving complete documentation and maintain 95 percent of eligible payment issuance within required timeframes, with the RRFA managing approximately $90,000 in monthly average expenditures and processing payments for approximately 45 households per month with average assistance of $2,000 per household monthly. Successful contractors must maintain all required licenses, provide annual financial audits or Form 990s, participate in the Pinellas Homeless Management Information System (PHMIS), maintain continuity of operations plans with annual reviews, and retain all records for five years after final payment, with Pinellas County retaining full monitoring and audit rights with access to sites, personnel, and programmatic documents.
