About this file

This is a performance benchmarks document for the Pinellas County Continuum of Care (CoC) System in Florida, establishing 2024 performance standards across multiple homeless service program categories. The benchmarks cover diversion, prevention, street outreach, emergency shelter, transitional housing, safe haven, rapid re-housing, and permanent supportive housing programs, with specific performance metrics tailored to each service type and target population. For rapid re-housing programs specifically—the service model referenced in the related RFP—benchmarks require 80 percent successful exits to permanent housing, move-in timelines of 90 days for individuals and 120 days for families with minor children, income increase or retention goals of 20-30 percent depending on income type and household composition, and return-to-homelessness rates not exceeding 20 percent within two years of exit. Additional benchmarks address data quality, health insurance connectivity, employment and non-employment income improvements, unit utilization rates, length of stay requirements, and mainstream benefits enrollment across all program types. These benchmarks were approved by the Data and Strategic Planning Committee on August 17, 2023, and by the CoC Board of Directors on January 12, 2024, establishing the performance expectations that contracted service providers and fiscal administrators must achieve.

The document establishes quantifiable performance metrics that directly align with the Rapid Rehousing Fiscal Administration & Service Provider Collaborative Program solicitation (26-0449-RFP), providing the specific outcome targets against which proposals will be evaluated and contracted providers will be held accountable. The benchmarks reflect Housing First principles and best practices in homeless services, with differentiated standards recognizing varying needs across populations including domestic violence survivors, youth, families with minor children, and individuals. Performance measurement focuses on housing stability outcomes, income improvements, benefit connections, data accuracy, and recidivism prevention, with metrics ranging from 70 to 95 percent success thresholds depending on program type and outcome measure.
