About this file
This document is a Common Carrier Attestation form required by Pinellas County, Florida for the Rapid Rehousing (RRH) Program procurement (26-0449-RFP). The attestation obligates contractors to comply with Florida Statute 908.111 and 92.525, confirming that they will not willfully provide services to transport unauthorized aliens into Florida during the contract term, except to facilitate detention, removal, or departure. An authorized representative of the contractor must execute the attestation under penalty of perjury, providing their signature, printed name, date, Federal Work Authorization User Identification Number, and the name and contract number of the Pinellas County contract. The County reserves the right to terminate the associated agreement for cause if the contractor is found in violation of this attestation. This form is a mandatory compliance requirement for all responding organizations to the RRH Program RFP, with proposals due April 21, 2026, at 3:00 p.m. The initial contract term will be thirty-six months from award with options for two additional twelve-month renewal periods.
The Common Carrier Attestation serves as a compliance verification mechanism with no direct pricing impact or funding implications. This is one of several mandatory compliance documents required from all proposers, alongside Foreign Country of Concern Affidavits, Human Trafficking Affidavits, E-Verify requirements, and proof of registration with the Florida Division of Corporations. Failure to provide a completed and notarized attestation would render a proposal non-compliant with solicitation requirements. The total RRH Program budget of $1,340,000 is allocated for direct client financial assistance and program operations, with the contract funded on a cost-reimbursement basis for actual, allowable, and allocable costs. Successful contractors must maintain specified insurance coverage, all required licenses, and submit annual financial audits or Form 990s, with Pinellas County retaining full monitoring and audit rights throughout the contract term.
