About this file

This exhibit document outlines the 2024 system benchmarks established by the Pinellas County Continuum of Care (CoC) to measure performance across multiple homeless services programs. The benchmarks were approved by the DSP Committee on August 17, 2023, and by the CoC Board of Directors on January 12, 2024, and establish specific performance targets across nine program categories: Diversion, Prevention, Street Outreach, Emergency Shelter, Transitional Housing (for adult individuals and youth), Safe Haven, Rapid Re-Housing (for individuals, families with minor children, and domestic violence survivor projects), and Permanent Supportive Housing (for individuals, families with minor children, and domestic violence survivor projects). These benchmarks define success metrics such as positive exit destinations, housing retention periods, employment and income increases, data quality standards, benefits connection rates, and unit utilization targets specific to each program type.

The benchmarks establish quantified performance expectations that service providers must meet or exceed. For Rapid Re-Housing programs specifically—the focus of the related RFP—individual programs must achieve 20 percent increase/retention in employment income, 20 percent increase/retention in non-employment income, move-in within 90 days of project entry, and 80 percent successful exits to permanent housing, with no more than 20 percent of successful exits returning to homeless services within two years. Families with minor children in RRH programs face similar metrics with extended move-in timelines of 120 days and 80 percent exits to permanent housing. Domestic violence survivor RRH projects are held to higher standards, including 95 percent permanent housing placement, 95 percent income increase/retention, 30 percent health insurance maintenance or connection, and 1 percent data element errors. These benchmarks serve as accountability measures for the service provider and fiscal administrator roles outlined in the related Rapid Rehousing contract opportunity.
