About this file
This document presents the 2024 Pinellas County Continuum of Care (CoC) System Benchmarks, a performance measurement framework established by Pinellas County Human Services in Florida to guide homeless services providers. The benchmarks establish specific performance targets across nine service categories: Diversion, Prevention, Street Outreach, Emergency Shelter, Transitional Housing (for both adults and youth), Safe Haven, Rapid Rehousing (for individuals, families with minor children, and domestic violence survivors), and Permanent Supportive Housing (for individuals, families with minor children, and domestic violence survivors). These benchmarks were approved by the Pinellas CoC Diversion and Services Planning Committee on August 17, 2023, and by the CoC Board of Directors on January 12, 2024. The benchmarks are directly applicable to the concurrent RFP 26-0449 for Rapid Rehousing Fiscal Administration and Service Provider operations, establishing mandatory performance targets that successful contractors must meet.
The Rapid Rehousing benchmarks, which are particularly relevant to the associated procurement, require 90-day move-in timelines for individuals and 120-day timelines for families with minor children, with 80 percent successful exits to permanent housing and no more than 20 percent return rates to homelessness within two years. Additional performance metrics for RRH programs include 20 to 30 percent increases in retained employment income and 20 percent increases in retained non-employment income depending on household composition. For Domestic Violence Survivor-focused projects across all program types, benchmarks establish a 1 percent data element error rate, 30 percent health insurance maintenance or connection, 95 percent movement into permanent housing, and 95 percent income increase or retention for project leavers. Benchmarks for Permanent Supportive Housing programs establish 90 percent unit inventory utilization, 365-day average length of stay, 80 percent connection to mainstream benefits, and 85 percent of exits to permanent housing or housing maintenance, with less than 30 percent of clients entering and exiting with zero income.
