About this file
This is a Logic Model document for the Fiscal Year 2026 Rapid Rehousing Program operated by Pinellas County Human Services in Florida. The Logic Model outlines the program's framework across five key components: inputs (resources invested), activities (what the program does), program operations (who is reached), outcomes (results achieved), and monthly metrics for performance tracking. The RFP solicits qualified organizations to fill two distinct roles—a Rapid Rehousing Service Provider (RRSP) responsible for direct client engagement, housing navigation, case management, and service coordination, and a Rapid Rehousing Fiscal Administrator (RRFA) responsible for managing and dispersing financial assistance. The program targets a minimum of 60 households annually with estimated capacity for 85-100 homeless families and individuals. The proposal deadline is April 21, 2026, at 3:00 p.m. via the OpenGov procurement portal, with questions due by April 7, 2026, at 10:00 a.m. No site visits or pre-bid conferences are scheduled. The initial contract term is thirty-six months from award with options for two additional twelve-month renewal periods, contingent upon mutual agreement and unchanged pricing.
Pinellas County has allocated a total budget of $1,340,000 for the RRH Program, consisting of up to $600,000 for direct client financial assistance and approximately $740,000 for program operations, with approximately $588,600 designated for the RRSP and $155,250 for the RRFA. The contract is funded on a cost-reimbursement basis for actual, allowable, and allocable costs. Successful contractors must process fiscal payments within three to five business days of receiving complete documentation and maintain 95 percent of eligible payment issuance within required timeframes, managing approximately $90,000 in monthly average expenditures and processing payments for approximately 45 households per month with average assistance of $2,000 per household. The program must comply with Housing First principles, maintain alignment with Pinellas County Continuum of Care system goals, and achieve performance benchmarks including 90-day move-in timelines for individuals, 120-day move-in for families, 80 percent successful exits to permanent housing, and no more than 20 percent return rates to homelessness within two years. Evaluation criteria include qualifications (250 points), experience with target population (100 points), approach and statement of work (250 points), deliverables (200 points), compensation (150 points), and exceptions to the RFP (50 points).
