About this file
This document is an exhibit containing the 2024 Pinellas Continuum of Care (CoC) System Benchmarks, approved by the Data Systems and Planning Committee on August 17, 2023, and the CoC Board of Directors on January 12, 2024. The benchmarks establish performance standards across multiple homeless services programs operated within Pinellas County, Florida, including diversion, prevention, street outreach, emergency shelter, transitional housing, safe haven, rapid re-housing, and permanent supportive housing. The document specifies measurable outcomes for program success, such as diversion assistance recipients maintaining housing resolution for 30, 60, and 90 days; prevention program participants remaining in permanent housing 12 months after exit; street outreach clients exiting to non-homeless destinations at a 70% rate; and emergency shelter participants exiting to permanent housing with no more than 20% returning to homelessness within six months. These benchmarks serve as the performance metrics for the Rapid Rehousing Fiscal Administration & Service Provider Collaborative Program referenced in the related contract opportunity (26-0449-RFP).
For Rapid Re-Housing specifically, the benchmarks establish distinct performance targets for individuals and families with minor children. Individual RRH programs must achieve 90 days from project entry to move-in, 80% successful exits to permanent housing, and 20% increase or retention of both employment and non-employment income. Families with minor children served through RRH must achieve move-in within 120 days, 80% exits to permanent housing, and 30% increase or retention of employment income with 20% for non-employment income. Both population groups must maintain no more than 20% return rates to homelessness within two years of exit. Domestic violence survivor projects operated under RRH or transitional housing models have distinct benchmarks including 95% movement into permanent housing, 95% income increase or retention for project leavers, 30% health insurance maintenance or connection, and 1% data element errors, establishing rigorous accountability standards across the CoC system.
