About this file
Summary
This is a Rapid Rehousing Program system benchmarks document issued by Pinellas County, Florida's Continuum of Care (CoC) system that establishes performance metrics for homeless services programs across multiple service categories. The benchmarks define performance expectations for eight primary service types: Diversion, Prevention, Street Outreach, Emergency Shelter, Transitional Housing (Adult Individuals and Youth), Safe Haven, Rapid Re-Housing (Individuals and Families with Minor Children), and Permanent Supportive Housing (Individuals, Families with Minor Children, and Domestic Violence Survivor Projects). For Rapid Re-Housing specifically, the benchmarks require a 90-day timeline from project entry to move-in for individuals and 120 days for families with minor children, 80 percent successful exits to permanent housing, 20 percent increase or retention of employment income for individuals and 30 percent for families, 20 percent increase or retention of non-employment income for both populations, and no more than 20 percent return rates to homelessness within two years of exit. Additional benchmarks address income maintenance, health insurance connectivity, data quality, and housing stability across all service categories, with document approval granted by the DSP Committee on August 17, 2023, and the CoC Board of Directors on January 12, 2024.
These benchmarks directly support the RFP 26-0449-RFP Rapid Rehousing Fiscal Administration & Service Provider Collaborative Program, which allocates $1,340,000 across direct client assistance ($600,000) and program operations ($740,000), with contracts funded on a cost-reimbursement basis. The RFP, with a proposal deadline of April 21, 2026, at 3:00 p.m., seeks qualified organizations to serve a minimum of 60 households annually through two coordinated roles: a Rapid Rehousing Service Provider and Fiscal Administrator, with the RRFA managing approximately $90,000 in monthly expenditures and processing payments for approximately 45 households monthly at an average assistance of $2,000 per household.
