About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin seeks competitive Small Business Set-Aside proposals for Electronic Health Record Modernization Infrastructure Upgrades Construction at Franklin Delano Roosevelt VA Hospital in Montrose, New York, with proposals due May 14, 2026.
The project encompasses comprehensive recabling and infrastructure modernization across approximately 23 buildings (Buildings 1–31, 52, and GS) at 2094 Albany Post Road, Montrose, NY 10548–1454. Work includes installation of new telecommunications infrastructure with Category 6A cabling and fiber optic cables, new telecommunications rooms with equipment racks, uninterruptible power supplies, optical fiber termination shelves, new electrical panels and transformers, dedicated HVAC systems, fire protection system reconfiguration with wet-pipe sprinklers and clean agent suppression for a new Main Computer Room, CCTV systems, Physical Security Access Control (PACS) systems for telecommunications room doors, site infrastructure improvements, and comprehensive commissioning of all new and impacted existing systems. The contract is firm fixed-price with no economic price adjustment clause; contractors must account for all material escalation and state and local taxes in their bids.
Award value falls within the VAAR Magnitude of Construction between $20 million and $50 million. Performance must begin within 10 days of award and complete within 730 calendar days of receiving the Notice to Proceed, which is anticipated approximately 90 days after contract award. A bid guarantee of 20 percent of proposal price (not to exceed $3 million) is required, along with performance and payment bonds at 100 percent of the contract price.
Only certified Small Businesses under NAICS code 236220 are eligible. The prime contractor must hold Service-Disabled Veteran-Owned Small Business certification. All contractor personnel require VA Personal Identity Verification cards and must pass background investigation. Asbestos abatement and lead-based paint removal are included in scope per existing inspection reports. The project requires the contractor to conduct all third-party inspections, testing, and commissioning at contractor expense; the VA provides no inspection capability. Award will be made on best-value basis with past performance as significantly more important than price. Proposals must demonstrate successful experience in large-scale communication infrastructure construction projects exceeding $20 million, completed within the past five years or at least 75 percent complete, with at least one project completed by the prime contractor.
Five amendments have extended the deadline and clarified requirements through May 4, 2026, including Amendment 4 (April 27) adding FAR clause 52.222-90 on diversity, equity, and inclusion compliance. A mandatory site visit occurred March 23, 2026. The RFI tracking sheet documents 69 technical questions clarifying fire alarm systems (Notifier non-proprietary addressable), physical security access control (C Cure 9000 with Avigilon H5A cameras), intrusion detection systems, and comprehensive telecommunications specifications. The project must be standalone and fully operational upon completion without dependency on other projects or funding sources.
