About this file

This is a Technical Questions and Answers (Q&A) tracking sheet for Solicitation #36C77626R0033, the EHRM Project 620-22-700 at VA Montrose, a federal construction project set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

The project encompasses comprehensive facility upgrades including fire alarm system installation with new addressable Notifier equipment, asbestos and lead-based paint abatement work, and security system standardization on C Cure 9000 physical access control and video surveillance platforms. Technology infrastructure improvements include new Avigilon H5A cameras, fiber optic backbone installation (A and B routes), CAT6A cabling with new horizontal pathways and J-hook support systems, new head-end equipment and enterprise-level video licenses, intrusion detection system panels, and comprehensive telecommunications outlets. The contractor must provide new network panels and capacity for all devices without relying on existing infrastructure, conduct full surveys to validate optimal routing, provide x-ray scanning of concrete floor slabs prior to core drilling, perform grounding conductor installation in conduit per specification T-501, and deliver a fully-functional, fully-patched cable system with patch cords at both ends. Environmental work includes coordination with VA for material storage and spoil management, with no government-provided erosion control plans. The Government anticipates Notice to Proceed (NTP) issuance within 90 calendar days after award. The contract is structured as Firm Fixed Price (FFP) with no economic price adjustment clauses for material escalation or tariffs. The prime contractor must be SDVOSB-certified, all personnel require VA PIV cards, and design team members are precluded from serving on the construction team. Bonding requirements must comply with applicable Federal Acquisition Regulation clauses, and contractors must account for all state and local taxes in their bids as the project is not tax-exempt.

66 Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential

Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

This will be awarded as a Firm Fixed Price (FFP) contract and all escalation should be factored in your FFP. Additionally, FAR 52.216-4 “Economic Price Adjustment – Labor and Material” is not included in the solicitation and will not be added.

67 TS-102: Keynote 30 - service provider fiber route from Bldg 2 to New MCR.

Seems to require new conduit/ductbank through courtyard to Ex. Manhole

#5. However, T-601 One Line shows service provider fiber routed through Ex.

MH #2 to Ex. MH #1, this route is not clear on Enlarged View. TS100-TS204 legends do not include an item for Service Provider Fiber Route. Please clarify.

Service Provider extension to run through connecting corridors per one-line diagram

T-602. TS100, TS102, TS204, T-601 updated to match.

68 T-601: "General Notes", purple line type is labeled "TEMP CONNECTION

BETWEEN NEW AND EXISTING MCR." Is this line type intended to represent fiber route A? Route A is not indicated on either Telecom One-Line.

Legend updated to reflect information in diagram. Diagram updated to match existing condition (proper location of building 21), remove provider extension

69 T-602: Fiber route B does not connect to building 27, please confirm this is intended configuration.

See sheet T-601. "A" & "B" path to building 27 in same duct bank - separate conduit.

70 Attachment 19 - Drawing B07 20250627: The demo sheet 07AD101 is missing.

Please provide the drawing.

Drawing sheet 07AD101 does not exist. Demo information is shown on 07A-401 and

07A-402.

71 The referenced roof tile material is inconsistent between the building 7 drawing sheet (Attachment 19 - Drawing B07 20250617, 07A-301) and the Bid

Specs (07 32 12, 2.3). Drawing sheet roof tile material is polymer slate and Bid

Spec roof tile material is clay. KN 3 in 07A-201 states that "ROOFING TO

MATCH EXISTING IN COLOR AND MATERIAL." Please clarify which material should be used.

The spec for the clay tile is correct. The notes on the drawing should NOT say polymer, they should call this out as a “CLAY TILE ROOF”.

72 Per Amendment 003 RFI Tacking Sheet, there are several responses to the drop counts, For example, Q&A numbers 36, 37, 38 and 39. These reference back to the T-700 Series Drawings, however, I have not found a drawing package that consists of this series of drawings. Could it be possible that the previously provided bid drawings which have been deleted in SAM.gov have additional information that may not now be comprised within the bid documents?

Drawings were in base bid posting.

73 The drawings for building 27 are missing from the initial bid package. Please provide the drawings.

Drawings were in base bid posting.

74 I've been getting calls from integrators regarding this RFP for the Montrose location. Specifically, they are asking for model numbers and counts, and looking over the RFP I do not see other than H5A listed see base bid T-series drawings for counts and locations

File details come from the government source that posted it. Updated .
