About this file
This document is a comprehensive set of construction drawing sheets for a federal healthcare infrastructure upgrade project at Montrose Veterans Administration Medical Center. The project involves renovation and infrastructure improvements across multiple building levels, with construction documents issued for full implementation.
The scope encompasses architectural, mechanical, electrical, fire protection, and telecommunications systems across ground, first, and second levels of the facility. Key construction requirements include Infection Control Risk Assessment (ICRA) Category IV precautions with dust control partitions, HEPA filtration systems, negative air pressure maintenance, and specialized debris removal protocols to protect occupied medical spaces during construction. Specific architectural work includes new telecom rooms (137 SF on Ground Level Room 12, 78 SF on First Level Room 130A, and 77 SF on Second Level Room 277A) with fire extinguisher cabinets, modified wall configurations, and ceiling modifications. Electrical systems involve new access control panels, emergency and normal power circuits, UPS systems (5KW rack-mounted 208V), GFCI receptacles, and updated panel schedules. Telecommunications infrastructure requires Category 6A cabling throughout, new 4-post racks with PDU and wire management systems, cable trays with maximum 40% fill capacity, new Avigilon IP-addressable security cameras with ceiling mounting, and fiber optic conduit sleeves through rated walls. Fire protection, mechanical HVAC modifications, and plumbing systems coordinate with structural elements to maintain existing building operations during phased construction. The project mandates compliance with 2024 NFPA 101 Life Safety Code, 2025 NFPA 72 Fire Alarm Code, 2025 NFPA 13 Sprinkler Standards, 2026 NEC, ASHRAE 62.1-2025 and 170-2025 ventilation standards, and VA-specific seismic design and accessibility requirements.

STEP 1:
IDENTIFY SPECIFIC SITE OF ACTIVITY, FOR EXAMPLE, PATIENT
ROOMS, MEDICATION ROOM, AND SO ON.
STEP 2:
IDENTIFY ISSUES RELATED TO: VENTILATION, PLUMBING, AND
ELECTRICAL IN TERMS OF THE OCCURRENCE OF PROBABLE
OUTAGES.
STEP 3:
IDENTIFY CONTAINMENT MEASURES, USING PRIOR
ASSESSMENT. WHAT TYPES OF BARRIERS (FOR EXAMPLE,
SOLIDS WALLS)? WILL HEPA FILTRATION BE REQUIRED?
STEP 4:
CONSIDER POTENTIAL RISK OF WATER DAMAGE. IS THERE A
RISK DUE TO COMPROMISING STRUCTURAL INTEGRITY (FOR
EXAMPLE, WALL, CEILING, ROOF)?
NOTE: RENOVATION/CONSTRUCTION AREA SHALL BE
ISOLATED FROM THE OCCUPIED AREAS DURING
CONSTRUCTION AND SHALL BE NEGATIVE WITH RESPECT TO
SURROUNDING AREAS.

WORK HOURS: CAN OR WILL THE WORK BE DONE DURING
NON-PATIENT-CARE HOURS?
STEP 6:
DO PLANS ALLOW FOR ADEQUATE NUMBER OF
ISOLATION/NEGATIVE AIRFLOW ROOMS?
STEP 7:
DO THE PLANS ALLOW FOR THE REQUIRED NUMBER AND TYPE
OF HAND-WASHING SINKS?
STEP 8:
DOES THE INFECTION PREVENTION AND CONTROL STAFF AGREE
WITH THE MINIMUM NUMBER OF SINKS FOR THIS PROJECT?
(VERIFY AGAINST FACILITY GUIDELINES INSTITUTE (FGI) DESIGN
AND CONSTRUCTION GUIDELINES FOR TYPES AND AREA.)
STEP 9:
DOES THE INFECTION PREVENTION AND CONTROL STAFF
AGREE WITH THE PLANS RELATIVE TO CLEAN AND SOILED

Construction areas must be inspected by an infection preventionist and engineering representative (and others as determined by the facility) for final activity/project close out and removal of infection prevention and control measures
Work Area Cleaning:
Clean work areas including all environmental surfaces, high horizontal surfaces and flooring materials Check all supply and return air registers for dust accumulation on upper surfaces as well as air diffuser surfaces
Removal of Critical Barriers:
Critical barriers must remain in place during all work involving drywall removal, creation of dust and activities beyond simple touch-up work. The barrier may NOT be removed until a work area cleaning has been performed. Additional cleaning may be needed after removal of barrier All (plastic or hard) barrier removal activities must be completed in a manner that prevents dust release. Use the following precautions when removing hard barriers:
Carefully remove screws and painter tape.
If dust will be generated during screw removal, use hand-held HEPA vacuum.
Drywall cutting is prohibited during removal process Clean all stud tracks with HEPA vacuum before removing outer hard barrier Use a plastic barrier to enclose area if dust could be generated
Negative Air Requirements:
The use of negative air must be designated to remove contaminants from the work area Negative air devices (fans, filters, monitoring and documentation equipment) must remain operational at all times and in place for a period after completion of dust creating activities to remove contaminants from the work area and before removal of critical barriers.
HVAC Systems:
Upon removal of critical barriers, remove isolation of HVAC system in areas where work is being performed Verify that HVAC systems are clean and operational.
Verify and document through a TAB the HVAC systems meets original airflow and air exchange design specifications
Water Systems:
Until the potable water system is activated and in use, flushing shall continue at least twice per week in accordance with VHA directive 1061.

Ensure availability of equipment for cleaning hands Construct and complete critical barriers meeting NFPA 241 requirements.
Barriers must extend to the ceiling or if ceiling tile is removed, to deck above All (plastic or hard) barrier construction activities must be completed in a manner that prevents dust release. Plastic barriers must be effectively affixed to floor and ceiling (or floor/roof deck above) and secure from movement or damage.
Seal all penetrations in containment barriers, including floors and ceiling, using approved materials (UL schedule firestop if applicable for barrier type) Maintain .01 inches /water gauge negative pressurization of the entire workspace by use of HEPA exhaust air systems directed outdoors, or comply with the alternative method outlined in Appendix A of this document.
These control measures must be maintained continuously 24/7 for the duration of the project. HEPA filtered exhaust if discharged directly to the outdoors must be at a istance of 25 feet or greater from entrances, air intakes and operable windows.
