About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is procuring comprehensive renovation services for Historic Building 4 at the Fayetteville VA Medical Center in North Carolina. This project involves a complete renovation of the existing historic building to provide administrative space and offices, including the addition of an elevator with access to all levels, code-compliant stairwells for life safety egress, and modernization of all mechanical, plumbing, electrical, and fire protection systems. The renovation must comply with VA Physical Security and Resiliency Design Manual requirements for Mission Critical structures and National and State Historic Preservation Office requirements for exterior work. The procurement uses a Best Value Tradeoff evaluation approach with technical factors significantly more important than price, evaluating technical approach, management plan, key personnel qualifications, and past performance. The original proposal due date was February 10, 2025, but Riley Contracting Group, Inc. was awarded the contract on June 11, 2025.
This contract opportunity was designated as a 100% Service-Disabled Veteran-Owned Small Business set-aside with an estimated value range of $5-10 million. Riley Contracting Group, Inc. was ultimately awarded contract 36C24625C0027 for $10,854,777.58 following the competitive bidding process. The project requires a 450-day completion timeline from Notice to Proceed and includes significant hazardous material remediation, specifically asbestos and lead abatement based on comprehensive surveys identifying extensive contamination throughout the approximately 14,000-square-foot building. The work must be performed at the Fayetteville VA Medical Center campus at 2300 Ramsey Street, Fayetteville, NC 28301, with the contractor required to maintain pedestrian and vehicle traffic flow during construction while implementing detailed mobilization and safety plans.

Exterior renovations of the historical building will be renovated per National and State Historic Preservation Office (SHPO) requirements outlined in the specifications and drawings. The project will modernize the space with the most current level of technology and design including all new mechanical, plumbing, electrical, and fire protections systems. This design was created using Revit and Building Information Modeling (BIM) and all efforts post construction award shall be required to use Revit level of detail (LOD) 300 or higher. The Revit drawings will only be made available to the contractor awarded this project.
This project does require asbestos and lead abatement.
There are underground existing utilities and installations this contactor shall relocate.
There is mobilization and project area located at the building, but pedestrian and vehicle traffic ways must be kept open for facility use. Any additional space required may be remote on the facility or the contractor shall have to find a location off station but will not be compensated by the VA.
