RFI RESPONSES
REQUEST FOR INFORMATION
General Response 1.) Is there a basis of design for the Aluminum Window and Blast Window.
Response: Sole sourcing not permitted with VA projects, no basis of design.
2.) Can we get a clarification on the glass make up for both the Aluminum Windows and Blast Windows? What is the glass make up for the curtain wall system?
Response: Insulated glass units containing a ¼” nomically thick laminated inner-lite that includes a 0.06” interlayer as a minimum.
3.) Are the muntin’s between the glass only?
Response: Yes
4.) Security- Please provide information on the existing access control, video surveillance, and Intrusion system manufacturers and what current versions of the software that these systems are operating on.
Response: PACS is Software House CCURE9000, ver 2.7 but is in the process of being upgraded to 3.0, with an expected completion near 12/01/2025 and for CCTV, the system is PELCO VideoXpert Enterprise ver 3.22. For the Intrusion system, we currently have DMP XR500N controllers, ver 212
5.) The solicitation has proposal item 1 and proposal item 2. For Proposal Item 1 (site work)- the description of work to be completed is extremely vague and lists "general construction alterations, removal of existing structures, …..and certain other items” There is no description of site work to be included in proposal item 1?
Response: See revised Statement of Proposal items attached.
6.) For Proposal item 2 (building renovation)- the description of work only includes electrical work. Is the intent for proposal item 1 to include the cost to complete all of the work with exception to the electrical work in Div 26,27 and 28? What about the electrical Demo work? Is this in proposal 1 or proposal 2? Why are these costs being separated? Could the project be awarded differently based on how these items are priced?
Response: See revised Statement of Proposal Items attached.
7.) Solicitation - Note 2 on page 11 indicates that copies of all Subcontractor quotes are required. We request that sub quotes be allowed to be submitted the day after the bid is due- within 24 hours.
Response: Denied, All solicitation requirements are to be submitted by the date and time specified for receipt of proposals.
8.) Solicitation - page 10 of 71 asks for resumes of PM, Super and SSHO, but does not require the resume of the QC System Manager even though this is required to be a separate individual by the specs and has strict qualifications that must be adhered to.
Response: QC System Manager resume is required. See Spec Section 01 45 00.3.4.B.
9.) Guaranteed Period Services are described on pages 61 and 69 of solicitation. Please confirm this contract does not include any guaranteed period services.
Response: Confirmed, there are no guaranteed period services within the scope of this contract.
10.) If multiple dumpsters will be required by the VA in order to maximize recycling efforts, please clarify location of dumpsters on plans.
Response: VA encourages recycling/salvaging efforts by construction contractors but will not enforce efforts to segregate materials onsite because of limited space.
11.) Please confirm if the contractor is to hire a "Contractor's Professional Industrial hygienist CPIH/CIH" to complete air monitoring, testing, observations for the abatement work and complete the daily air monitoring samples that is required by spec sections 02 82 11 and 02 83 33.13 or if this will be completed by the VA's Industrial Hygienist.
Response: Per 02 82 11.1.5.B “The contractor will incur all costs of the CPIH/CIH, including all sampling/analytical costs to assure compliance….” The contractor will hire the CPIH/CIH.
12.) Please confirm the Grand Total on the Price/Cost Schedule represents Proposal Items I and II only, or if it should include the deducts to eliminate the scope per Proposal Items III, IV and V.
Response: The proposal grand total is represented by Proposal Items I and II. Should there be a need the government reserves the right to award by deducting any deductive item please see revised Proposal Item Sheet attached.
13.) Is this project tax exempt?
Response: This project is not tax exempt and is governed by solicitation provisions located at 52.229-2 NORTH CAROLINA STATE AND LOCAL SALES AND USE TAX, 52.229-3 FEDERAL, STATE, AND LOCAL TAXES which are incorporated into this solicitation and any resultant contract.
14.) Can a single individual serve more than one of the following roles simultaneously: CQC Manager, SSHO, and Superintendent? If so, can a single individual perform all three? If only two, which roles may be combined?
Response: There shall be three individuals for the three roles.
15.) What is the existing Access Controls System and CCTV Systems are? The specs mention that they are Johnson Controls platform, but do not go into detail on what those systems are.
Response: Software House CCURE9000 for ACS (Johnson Controls Security Solutions – POC is Thomas Mahoney (703) 317-4200) and Pelco VideoXpert Enterprise (scDataCom – POC is Kathleen Ford (912) 777-5721)
16.) Please provide a column schedule for the new columns that occur in the new addition, shown in the structural plans.
Response: The three columns for the new addition are all W8x24’s.
17.) Per CU-100 there is a new 12" RCP storm sewer line that runs through an existing sidewalk, curb and into the asphalt street and connects to an existing manhole, however no demolition is shown on CD-100 for this work, and no replacement work is shown on CS-100. Please confirm that replacement of the concrete and asphalt will be required.
Response: Contractor responsible for demolition of new concrete, asphalt, and all earthwork associated with installing this path. See General Requirements 010000 Part 1.10 Restoration. The expectation is that the Contractor will evaluate the effort required to complete the Work and implore the appropriate means and methods to complete the project to the satisfaction of the government.
18.) "Is there an existing Incumbent for Access Control and Video Systems who will be responsible for programming of the new additions?"
Response: Contractor shall provide all programming and commissioning – Johnson Controls is our vendor for ACS/PACS and scDataCom is the vendor for CCTV. Please coordinate appropriately.
19.) "The specifications states “PACS is an extension of an existing Johnson Controls platform from Building 1, RM B12.” Will the government confirm what manufacturers are existing and if there is appropriate space and licensing in place for the new additions?"
Response: The PACS has been upgraded to accommodate up to 250 more doors. It is Software House CCURE9000 by JCSS.
20.) "The specifications states “System is an extension of existing Johnson Controls platform. Video Surveillance System located in RM B21 in Building 1.” Will the government confirm what manufacturers are existing and if there is appropriate space and licensing in place for the new additions?"
Response: The system is not an extension of a JC platform, but is an extension of the PELCO VideoXpert Enterprise system. The responsible contractor shall provide additional licenses as needed for the additional cameras.
21.) If offerors can demonstrate experience with 5 construction projects with the VA or other fully operational hospital or medical facility with a min. of $5M value in the last 7 years but are not 100% complete, will those offerors’ proposals be considered responsive or evaluated as non-responsive. Will the VA be willing to consider experience with projects not at 100% complete?
Response: The VA will be willing to consider experience with projects that are not 100% complete.
22.) Can you clarify what is needed for cost breakdown. Are you looking for the base and alternatives breakdowns to be shown by Division?
Response: Yes, as reflected in the instructions. A breakdown of cost should be submitted for each proposal item by division as appropriate. See attached documents
23.) For the mechanical equipment, do you have any preferred manufacturer?
Response: No sole sourcing for this project. Contractor to provide manufacturer.
24.) What are the acceptable brands for the mini splits?
Response: No sole sourcing for this project. Contractor to provide manufacturer.
25.) Who provides louvers?
Response: These should be provided as part of the General Trades contract. Unless noted as existing or as being furnished, installed, or provided by the VA, all noted items in the drawings are by the Contractor. Louvers are shown and noted on the exterior elevations and in the specifications.
26.) "The VRF systems are undergoing major design changes with regards to refrigerants. The R-410a that has been in use is being phased out in early 2025. The new building codes are addressing the new A2L refrigerants. These include potential continuously vented architectural chases to house the pipe. Will any of this be applicable to this project? " Response: The specification(s) currently tells the contractor to comply with ASHRAE Standard 15, Safety Code for Mechanical Refrigeration. We have confirmed with the manufacturer that the R-410A refrigerant will not change for the VRF equipment until the end of 2025. So, contractors should bid based on R-410A refrigerant.
27.) Does the VA want any items removed as part of the demo process?
Response: The VA will direct any items to be maintained during demolition. Currently there are no known items to be turned over to the VA.
28.) Will all the new raceways for the electrical primary and from the generator to the ATS’s be directional bored? It’s not clearly shown but they are crossing a lot of existing sidewalks/driveways/etc.
Response: The conduits may be directional bored. Note 12 indicates this.
29.) Please provide locations for the expansion control systems.
Response: Because the addition is small and not a large amount of brick wall space this is covered in Division 4.
Specification 1.) Spec 01 00 00 - 1.6D - indicates working space and space available for storing materials shall be as determined by the COR. Please identify laydown area on the drawings so that we can include the associated costs in our bid and in the required Mobilization Plan.
Response: See response below to “Drawings” question no. 6.
2.) Spec 01 00 00 - 1.6K states a construction fence 7' minimum height with fabric is to be provided "around the construction area indicated on the drawings". Please confirm drawings show location of where this fencing is required. Please confirm if movable fence panels with fabric may be used in lieu of 7' height fence.
Response: As stated in the question, the fencing is to go “around the construction area indicated on the drawings.” Assume the fencing is to go along the “Projects Limits” line as shown on CS-100. The fencing shall be fixed. No temporary/moveable fencing will be permitted. Contractor shall provide a mobilization plan indicating site fencing, construction and safety signage, contractor access points, etc. as required by Spec Section 01 00 00 and the VA COR for security and access control.

3.) Spec 01 35 26 appears to indicate that the designated SSHO shall be onsite at all times and shall be separate from the Project Superintendent. SSHO shall have minimum 10 years of const. safety experience. Please confirm correct.
Response: Correct. SSHO is required and must be separate from the Superintendent.
4.) 3rd party surveyor is required per spec 01 00 00. Please confirm this is required.
Response: Yes. Required
5.) Spec 01 00 00 - section 1.27 - photographic documentation- requires progress photos and electronic indexing through interactive plans. Please confirm this is required.
Response: Yes. Required
6.) In addition to having a dedicated onsite SSHO, spec 01 35 26 also requires that a separate "Certified Safety Professional with specialized knowledge in Construction Safety" conduct safety inspection once a month. Please confirm that this is required and if so, please indicate if there are additional qualifications that the CSP must have other than "specialized knowledge in Construction safety".
Response: Correct. A Certified Safety Professional (CSP) with specialized knowledge of construction safety or a certified Construction Safety and Health Technician (CSHT) shall randomly conduct a monthly site safety inspection.
7.) 01 35 26 - 1.12 states all new air ducts shall be cleaned prior to final inspection. Please provide clarification on the cleaning that will be required for these air ducts.
Response: Contractor to take precautionary measures to keep the duct clean. Following installation and prior to sealing, contractor to clean inside the duct. Cleaning may come in the way of vacuuming, dusting, or similar acceptable method to clear out dust and debris.
8.) 014500 - QC describes indicates that the QC system manager is to be onsite at all times during construction and must be separate from the Superintendent and SSHO. Please confirm this is correct.
Response: Yes. Correct
9.) Spec 01 45 00 requires that the QC System Manager be a "graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 15 years construction experience". Please confirm if these qualifications are correct.
Response: Designated person must have a minimum of 15 years construction experience and must be capable of QC System Manager roles and responsibilities. The VA CO and COR may consider an exception to the “graduate” requirement if 1) the resume clearly demonstrates, and 2) VA determines through an interview, that the candidate is fully capable of filling the roles and responsibilities. VA CO and COR would make the determination.
10.) Spec 01 45 29 - section 3.11 lists estimated qtys of for each test that will be required. The structural steel section of this estimate does not list any qty for tests, yet structural steel tests are described in earlier sections of spec 01 45 29. Please clarify.
Response: See attached updated specification.

11.) Please confirm that hiring of the inspector to complete the "special inspections" required by spec section 01 45 35 is the responsibility of the GC as this scope is usually by the owner.
Response: Confirmed. The Special Inspector must be an independent third party hired directly by the Prime Contractor.
12.) Spec 01 45 35 indicates that the statement of special inspections and the Schedule of Special Inspections will be included as an attachment to this specification. Please provide these documents.
Response: See attached worksheet Excel document.

13.) Spec 01 74 19 indicates that the contractor shall implement procedures to recycle construction and demolition waste to a minimum of 50%. We have no control on whether or not some of the demolished materials can be recycled. Please confirm this minimum recycled % is not required.
Response: Recycle and salvage what can reasonably be recycled/salvaged. The VA will not enforce the requirement of minimum of 50% due to limited space onsite.
14.) Please confirm if the contractor will need to provide a separate electrical meter for temporary use, per 01 00 00.
Response: A meter is required so the contractor can provide a record of their usage to the VA.
15.) Please confirm if the temporary fencing is driven or can be free-standing. Please also indicate whether there is any privacy mesh or specs required other than what is called out in spec section 01 00 00.
Response: Fencing must be driven into the ground (i.e., no free-standing). Privacy mesh is required. See “Specification” question no. 2 for additional information and attached drawing detail.
16.) "The IFC specs do not include anything for Div. 23 (HVAC). Since these are not able to be reviewed before the RFI deadline, will there be another opportunity to ask questions?
Response: Div 23 specifications are included with this addendum.

17.) Does VA want refrigerant recovered from split systems? If so, who provides the drums?
Response: Contractor shall remove and dispose of refrigerant from HVAC prior to demolition.
18.) Section 22 11 00 states that we are prohibited from using press fittings on domestic water. Given the age of the building, would it be acceptable to use these for fire safety?
Response: In specification 22 11 00, Section 2.2 A. 3. "Mechanical press-connect fittings for copper pipe and tube are prohibited." This would not be acceptable.
Drawings 1.) Footing detail updated at the new stair tower. The existing drawings showed a partial thickened slab, and this has been changed to a spread footing to align with the other walls. Updated Drawings:

2.) Roof plan updated to correct missing drawing notes. Updated Drawing:

3.) AC141 shows drywall ceiling in room E002, but finish schedule shows paint structure above. Please confirm ceiling finish.
Response: Gypsum ceiling to receive PT-1.
4.) Note 9 on Sheet AE104 calls for 5" of concrete over a 6" base and references the structural drawings. There are no specific details in the structural drawings for this new slab. Please confirm how much material is coming out of the existing basement (concrete thickness and base thickness) if 11" of new material is going back in.
Response: We cannot confirm on the existing slab and fill in volume regarding the existing. If an assumption can be made that the existing slab is 5” however this is not confirmed. For the new slab see Sheet S301, view 5 for slab notes and reinforcing.
5.) The window schedule (AE212) notes A, B, C, D to be fixed windows. Are A.1, B.1, C.1 fixed as well or are they operable hung units?
Response: These will also be a FIXED operation however the sashes must resemble a single/ double hung window for historic preservations purposes.
6.) CG-200 is showing a staging area of about 15'X20'. Please confirm if this is the only staging area that will be allowed or if an on-site compound (storage, dumpsters, etc.) can be placed elsewhere.
Response: If additional area is needed for storage, etc, inside the area, the contractor can propose for VA COR review. Any potential negative impacts to an approved area would be the responsibility of the contractor and not the VA.
7.) Per detail 2,3, &4/S302 there are two new columns indicated, in detail 4/S302 the columns are called out as W6 x 15, please confirm that this is the same size for detail 2 & 3/S302.
Response: Correct, they are both W6x15’s.
8.) Lockers are shown in the ARCH-Drawings, but no specs provided, are lockers by GC or VA?
Response: Per sheet AE111, lockers are by VA.
9.) Notes in ARCH-Drawings indicate NEW wall partitions to be P4, Drawing GI010 can’t be found. Please provide drawing and detail of wall types.
Response: This drawing was a part of the set refer to sheet GI010. Below each wall type you will see different numbers showing minor adjusts to each wall type.
10.) Alternate 1 is a deduct of finishes from base bid. Please clarify definition of finishes. Are ceilings installed, flooring, toilet ACC, doors Paint, electrical mechanical, plumbing etc.
Response: Refer to drawing AE104A – There will be no interior walls within the Open Space area. There will be exterior framed walls, a new concrete slab, and ceiling.
11.) Alternate 3 deduct for sealed concrete in basement and utility area. Please clarify.
Response: Refer to drawing AE104A – The concrete within the deduct area will remain unfinished.
12.) Per ES100, coded note 8 indicates to remove existing street light pole and maintain existing circuit for new pedestrian light pole, however no coded note is indicated on the plan, please provide location and quantity of coded note 8.
Response: See sketch below. Contractor to turn light pole over to VA.
13.) Are CAD files available for the sitework portion of work?
Response: CAD sheets will only be provided to the awarded contractor.
14.) Can you please clarify if signage is included in the GC's scope or furnished and installed by owner? If in scope, please provide specifications of VA standard signage.
Response: Signage shall be provided by the contractor. Signage Note #2 on Sheet AW511 is to be ignored per this response. Signage is CC furnished and installed.
15.) Please clarify Alt 1 scope. The work shown on MP100 and M900 are not exactly the same? Is the work shown on M900 what is to be deleted? As for plumbing, is the work shown on PL100 to be deleted in Alternate 1?
Response: Refer to the sketch on the domestic water isometric (PL902) for domestic water related work for Alternate 1. Provide sanitary and vent piping rough ins for plumbing fixtures in Alternate 1 area. All sanitary and vent piping shown on sheet PL100 will remain.
16.) Also on sheet ES101 in the south corner of the building there is an underground line shown going to a pull box/manhole that is not noted or referenced on this drawing or ES100. What is it?
Response: Existing TV service.
17.) On ES100 the symbol looks like a pole light with a Note 2 referenced to it. Is this correct? On sheet ES101 the same symbol is shown as “PL1”.
Response: ES100: The manhole and the light pole are shown on top of each other accidentally. The note #2 is pointing at the manhole. The light pole LP1 is located next to the manhole. Both are existing to remain.
Documentation 1.) The List of Drawings in the Specifications call out General and Hazardous sections in the Drawings. Can these be provided?

2.) Spec section 01 00 00 section 1.11 C states that a copy of the soil report will be made available for "inspection" by bidders upon request to the Engineering Officer at the VA Medical Center and shall be considered part of the Contract Documents. Please provide the soil report as part of the bid documents if these will become part of the Contract Documents as indicated above. Please confirm that all requirements and recommendations of the soil report have been included in the design.
