x-Discipline 5 - Not Proposed_3.pdf

This file is a proposal submission document from KFH Group, Inc. for the Arizona Department of Transportation's On Call Transit Consultant Services RFP (solicitation number BPM007068). The proposal indicates that KFH Group did not propose Discipline 5: Strategic Planning services as part of their response to ADOT's request for multimodal transit consulting services. The RFP establishes multiple on-call contracts across six primary disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Contractors selected through this procurement will provide services on an as-needed basis through individual task assignments with a twelve-month initial contract term, potentially extending up to forty-eight months total. Proposals were due by September 10, 2025.

The contract will be funded through federal transit programs including FTA Sections 5311, 5310, and 5305. Reimbursement will be provided based on hourly rates for actual work performed, with task-specific assignments detailing scopes of work, deliverables, and performance metrics. The solicitation establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. This procurement is structured to create a flexible consulting pool supporting diverse transit needs across Arizona, with particular focus on rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives.
