Santiago's relevant project experience includes serving as Multimodal Lead on the Goodyear Transportation Master Plan (2021-2023), Transportation Planner on the regional CONNECT Beyond project across North Carolina (2021), Project Manager for the Blue Line Riverview Connection Study in Minnesota (2021-2023), Transportation Planner on the Arizona Border Master Plan (2022-2023), and ongoing Transportation Planner support for Valley Metro's Planning Support Services in Phoenix. The contract is funded through federal transit programs including FTA Sections 5311, 5310, and 5305, with reimbursement based on hourly rates for actual work performed. Individual task assignments will specify scopes of work, expected deliverables, and performance metrics. The procurement establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities, with the contract designed to support rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives across Arizona.
