About this file
This document is a key personnel proposal submission for Kimley-Horn & Associates for Discipline 3: Transit Operations Planning under the Arizona Department of Transportation's (ADOT) On-Call Transit Consultant Services Request for Proposal (Solicitation No. BPM007068). The proposal identifies six key personnel who will support ADOT's diverse transit consulting needs across Arizona. The project establishes multiple on-call contracts for multimodal transit consulting services across six primary disciplines, with work to be performed on an as-needed basis through individual task assignments over a twelve-month initial contract term, extendable up to forty-eight months total. Proposals were due by September 10, 2025. The identified key personnel include Brent Crowther (QC/QA lead with 24 years of experience in transportation planning and design), Kristen Faltz (Project Planner with 6 years of experience specializing in multimodal planning and public engagement), Peter Valenzuela (Project Planner with 9 years of transit planning experience and 6 years at Valley Metro), Jenn Golech (Project Planner with 26 years of transit industry experience from Capital Metro and Project Connect), and Chris Joannes (Project Planner with 14 years of transportation planning expertise and GIS skills).
Reimbursement will be completed through hourly rate structures, with task-specific assignments determining the precise scope and financial parameters of individual consulting engagements. The procurement is funded through federal transit programs including FTA Sections 5311, 5310, and 5305. The contract establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. The contract is structured to support a wide range of transit-related entities, particularly focusing on rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives across Arizona.
