About this file

This document contains key personnel biographies submitted by AECOM for the Arizona Department of Transportation's On Call Transit Consultant Services contract (BPM007068), specifically for Discipline 6: Coordination and Mobility Management Projects. AECOM, a nationally recognized transportation planning and engineering firm with approximately 200 staff in its Arizona office, proposes a qualified team led by Discipline Project Manager Estella Hollander and Additional Discipline PM Jill Cahoon. The firm is ranked in the top two among Engineering News-Record's Top 500 Design Firms since 2010 and has been ranked number one in Transportation since 2001. The proposed contract establishes an on-call consulting relationship where AECOM will provide services on an as-needed basis through individual task assignments over a twelve-month initial term with potential extension up to forty-eight months total. Proposals for this multi-discipline consulting pool were due by September 10, 2025, with work to be performed across six primary disciplines including Transit Planning Studies, Transit Operations Planning, Strategic Planning, and Coordination and Mobility Management Projects.

The key personnel identified include Cole Pouliot (ENV SP, 21 years experience, 1 year with AECOM), who specializes in zero-emission transit technology and asset coordination with extensive experience in battery electric and hydrogen fuel cell bus deployments across multiple transit authorities; and Satyen Patel (23 years experience, 2 years with AECOM), who brings expertise in asset management, systems engineering, and data-driven decision-making and previously served as Program Manager and Director of Asset Management at the MBTA. Compensation will be reimbursed based on hourly rates for actual work performed, with specific scopes, deliverables, and performance metrics to be detailed in individual task assignments. The contract is funded through federal transit programs including FTA Sections 5311, 5310, and 5305, with a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities, with the procurement designed to support rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives across Arizona.
