Summary: D1-4-LSC Personnel Bios Discipline 1
This document is a personnel qualifications submission for Discipline 1 (Transit Planning Studies) in response to the Arizona Department of Transportation's On Call Transit Consultant Services RFP (BPM007068). The submission profiles five key staff members from LSC's Tahoe City office who will support transit planning studies on an as-needed basis throughout the twelve-month initial contract term, with potential extension to forty-eight months. Gordon Shaw serves as Senior Advisor with forty years of transportation planning experience and Professional Engineer credentials across three western states; Justine Marmesh is a Senior Transportation Planner with expertise in short-range and long-range transit plans; Acadia Davis is a Senior Transportation Planner specializing in service alternatives analysis and grant funding acquisition; Chris Sterner is a Transportation Planner focused on performance analysis and public outreach; and Arianna Keplinger serves as Assistant Transportation Planner providing analytical and administrative support. Collectively, the team brings recent project experience on route alternatives analysis, cost projections, financial planning, demographic analysis, survey management, and coordination studies across California transit agencies, positioning LSC to deliver comprehensive transit planning deliverables as defined in individual task assignments.
The submission demonstrates LSC's capacity to support the RFP's focus on rural and small urban transit services through documented expertise in short-range transit plans, triennial performance audits, and coordination studies. Team members hold relevant academic credentials in civil engineering, planning, geography, and environmental studies, with professional certifications including AICP and PE licenses. The personnel structure allows ADOT flexibility in deploying specialized expertise for discrete transit planning tasks, with compensation to be determined through hourly rate structures negotiated in the contract award. No specific funding amounts, set-asides, or incumbent information is referenced in this personnel biography document, as it functions as a qualifications showcase rather than a pricing or financial submission.
