The ADOT procurement establishes multiple contracts for multimodal transit consulting services across six primary disciplines, with work assignments issued on an as-needed basis. Reimbursement will be based on hourly rates for actual work performed, with task-specific deliverables and performance metrics defined in individual task assignments. Contract funding derives from federal transit programs including FTA Sections 5311, 5310, and 5305. The solicitation establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. The procurement is designed to serve rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives across Arizona.

Discipline 3 – Transit Operations Planning LSC Transportation Consultants Organizational Chart
LSC Transportation Consultants, Inc. (LSC) has developed an experienced team of subject matter experts for this project with a depth of technical expertise, operational knowledge, transit insight, and regional and national contextual understanding. Figure 1 illustrates the organizational structure of our project team under Discipline 3: Transit Operations Planning. Employee name, position, credentials, and years having worked at LSC are included for each employee on the project team. LSC is not proposing with a sub-contractor for this project. The Project Manager, Genevieve Evans, AICP, will serve as the primary contact for all three (3) chosen disciplines.
We have an optimal team for a project of this scope and complexity – our firm is large enough to provide the staff and backup necessary to successfully complete any assigned tasks on schedule, yet small enough to ensure that the project is given the highest priority within our firm. LSC has been successfully providing transportation planning and engineering consulting for over 40 years.
