About this file
This is a Price Increase Percentages Attachment form for Arizona Department of Transportation (ADOT) solicitation BPM007068 regarding On Call Transit Consultant Services. The form requires offerors to specify their maximum requested price increase percentages for each of four potential renewal periods. The initial contract term is twelve months with the option to extend up to forty-eight months total, encompassing four renewal periods. Proposals are due by September 10, 2025. The procurement establishes a flexible consulting pool to provide multimodal transit consulting services across six primary disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Services will be provided on an as-needed basis through individual task assignments with deliverables and performance measures specified in each assignment.
Offerors must enter numerical values representing maximum price increase percentages applicable to each renewal period, calculated cumulatively against the original contract price rather than the preceding period's price. The form provided demonstrates that ADOT anticipates increases of 3%, 6%, 9%, and 12% for the respective renewal periods. The State of Arizona does not automatically grant requested increases; offerors must provide documentation of need at the time of renewal. Reimbursement is structured on hourly rates for actual work performed, with task-specific assignments determining precise scope and financial parameters. The contract is funded through federal transit programs including FTA Sections 5311, 5310, and 5305, with a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged.
